Park & Recreation Meeting Minutes

The meeting was opened by Commissioner Patrick Roche at 6:30 pm. The next meeting of the Park and Recreation will May 3, 2017 at 6:30pm.

Review Minutes and Bills
Bills were reviewed and approved.  Minutes were reviewed and approved.  
 
Whalley Park
Jason Larochelle of JL Construction informed the board that the lights, footings and conduit are done.  JL pulled wires yesterday and today.  They would like to power up the lights tomorrow.  80% of clean up is done.  He said it should be finished within a day or day and a half.  They will be testing the lights with Musco to measure the lighting.  Lights need to run 10 hours prior to testing.  Jason will talk to electrical contractor about when to do test to try to avoid the Eversource demand fee.  They will be ready for seeding on Friday April 20th.  Cara contacted the lawn company that fertilizes the park.  Jason was concerned if they fertilize the areas to be seeded that the fertilizer has pre emergent and the grass won’t grow.  Jason suggested putting traffic cones over the anchor bolts for safety precaution.  They would need to be drilled on.  There are approximately 20 that need to be covered.  Pat asked Cara to contact DPW to see if we can borrow them.  Pat said the parking lot light bolts are bent.  Jason will take a look at them.  Jason plans to request another vote to extend the contract completion date.  P&R needs someone to line the fields.  Pat spoke to Karl and he said we can hire someone as a vendor to line the fields as needed.  Pat suggested contact the renting teams and offer a 10% discount on games in exchange for them to line.  Cara will contact the individuals renting the fields.  Joel start date will be May 1, 2017 for ten hours a week.  The playscape needs additional mulch.  Pat said the mulch needs to be playground certified and 12” deep.  Keene Kut would like to quote the job.  Lonnie asked if we need the 4 beds outside the playscape area quoted as well.  Pat said to have them quote all the mulch beds.  The renting teams said there are large ruts on the 90’ that need to be filled.  Pat will ask John to have it fixed.  Stacy Smith wants the bathrooms opened earlier and left open later.  Cara will contact her to let her know they bathrooms currently are not heated and the plumbing could freeze.  She would like the softball field mowed closer to Sunday so the grass is not too long.  Board would like maintenance to open the bathrooms for April 28th.  Cara will request this.  We received a call about the pitching rubber on the 90’ being damaged.  Mike will look at this.  
 
Rail Trail
Dave & Brooks from Friends Group cleaned up the vandalized kiosk.  They removed the broken plexiglass and removed the locks.  Dave suggests leaving the kiosk as is for now.  Cara will contact Frank to empty the trash.  FOSRT would like to have the rest of Miller Road parking paved.  They would like to split cost with P&R if we have any funds left in our budget.  If the mower needs to be fixed we won’t have spare funds.  One of the dog waste stations dispenser need to be replaced.
 
Prifti Park
The ADA swing was delivered April 13, 2017.
