7:03     Acting as Chair, Commissioner Phelps opened the meeting.

 

7:12    March 7th Meeting Minutes Reviewed
Commissioner MacWilliams made a motion to accept changes. Commissioner Mizanoglu seconded the motion. None opposed motion passed.

 

7:10     Mr. Kellogg chaired the meeting

 

7:13    RDA 187 College Highway proposed completion of drainage swale.
Guy Hesketh from FAS representing enter solar. The site was abandoned and the original drainage swale was not finished but was approved by the Planning Board under storm water. Now Enter Solar is trying to finish the project to help control erosion and storm damage. Commissioner Phelps made a motion for a negative determination of applicability. Commissioner Kellogg seconded the motion. None opposed motion passed.

 

7:26    RDA Reservoir Road. Proposed construction of a single family home and associated site improvements outside the buffer to a BVW.
        Jon Goddard from R. Levesque representing Mr. Kenneth Martin. Neighbor Jessie Martin, present. Request for determination of applicability. Rear yard area was squared off complying with what was suggested on the site and during construction erosion control silk fences will be put in place along the down grade along with erosion blanketing on the constructed slope. Also a monument put in place to delineate the edge of the buffer. Commissioner Phelps made motion for positive wetland delineation. Commissioner Kellogg, Seconded the motion. Motion passed. Commissioner Phelps made motion for the negative determination of applicability on this project. Commissioner Kellogg seconded the motion. None opposed Motion passed.

 

7:34    NOI 6 Iroquois Drive (continued) Proposed addition and site improvements.
        Jon Goddard from R. Levesque representing Joanne Fournier, present. Zoning Board of Appeals gave approval for proposed edition. Sergeant Sanders indicated that the garage size was appropriate for a police SUV anything larger would exceed a standard parking space size. Changes to the plan since the last meeting included an addition of a low retaining wall at the bottom of the slope and a revised location for the proposed underground propane tank. Reconstruction of the existing wall along Iroquois Drive that retains earth beneath the shed was requested. The commission had no problems with it. Commissioner MacWilliams made motion to approve the Notice of Intent with conditions. Seth seconded the motion. Motion passed.

 

7:39    NOI 41&51 John Mason Road Proposed construction of a disc golf facility within the buffer areas of resource areas.
Randy Brown present speaking on behalf of the applicant. Request for parking lot. Commissioner Phelps made motion for continuation. Motion seconded by commissioner MacWilliams. Motion passed.

 

7:46    NOI 237 Hillside Road. Proposed buffer zone impacts in the vicinity of an accessory building and associated improvements.
Jon Goddard of R. Levesque representing Adam Roberts. Property borders vegetative wetland. The building is within the 50 foot buffer zone approximately 1700 sq ft. Also about 2000 sq ft of clearing for both building and area around it is within the 50 foot buffer zone. To offset buffer zone impacts construction of a swale will be put in place in front of accessory building and whatever is directed towards the wetland. To extend the amount of time necessary for a drop of water to get redirected before it enters the wetland. The runoff water gets filtered before it enters the wetland and drain into the soil. Plantings will be made to help the impacted area. The plants being used will be White Ash a native plant for this area. Commissioner Mehmet made motion to accept project with conditions and a bond of $5,000.00 Commissioner Phelps seconded the motion. Motion passed.

 

8:00    Community garden
The garden needs to be expanded in order to fit more plots. Solek’s will do that soon. When it dries it will get harrowed and then we are thinking of putting up fencing to surround the garden. A mesh fencing about 6 feet tall.

 

8:09    LPP Docks in water
        Not a problem because it is to warm for ice.

 

8:11    Commissioner Phelps made a motion to adjourn the meeting. Commissioner Mizanoglu seconded the motion. None opposed, motion passed, meeting adjourned.
