Conservation Commission Meeting Minutes

OPENING: The regular scheduled meeting of the Conservation Commission opened at 7:00 p.m.

7:00    Chairman Pratt, Chairman opened the meeting.    

 

MINUTES
Commissioner Phelps made a motion to accept the minutes of 040416.  Commissioner Mac Williams seconded the motion.  None opposed, motion passed unanimously.

 

HEARINGS
7:10    67 & 67R Tannery Road – Proposed single family home

Chairman Pratt opened the hearing by reading the public notice as posted in the Westfield News.  Mr. Goddard presented a plan showing the location of the 100 and 50 foot buffer zones.  The owner is requesting to remove scrub pines and brush up to the 50 foot buffer zone, and stated that he may construct a barn for a few animals.  Coordinator Clark suggested a site visit to review the location.   Commissioner Mizanoglu made a motion to conduct a site visit on May 20th at 5:15 p.m.  Commissioner Mac Williams seconded the motion.  None opposed, motion passed unanimously.  The hearing was continued until 6/6/16.   


 

7:20    41 & 51 John Mason Road – Disc golf facility
The Commission approved a continuance.

 

7:34    256 College Highway – Proposed upgrade to sewer gravity collection

 

Mr. Bucky Sparkle

 

Chairman Pratt opened the hearing by reading the public notice as posed in the Westfield News.  Mr. Sparkle presented a proposal for a sewer collection system at Southwick Acres Campground.  DEP issued an enforcement order for a gravity sewer line to collect affluent through a pump station to the existing septic system.  Mr. Sparkle explained that the sewer line will service 8.5 acres of the 50 acre parcel which contain camping trailers.  The pipe will be installed 3 feet deep and the only impact will be on grass areas.  There will be two small sections of the piping within the 200 buffer zone of Great Brook.  Mr. Sparkle assured the Committee that the construction will only take a day and the trenches will not be left open.  As of this meeting, Mr. Sparkle did not have a DEP file number.  Commissioner Phelps made a motion to continue the hearing until the next scheduled meeting on 6/6/16.  Commissioner Soleimani seconded the motion.  None opposed, motion passed unanimously.

 

7:50    152 Berkshire Avenue – Proposed vista pruning and tree removal

Mr. Pratt recused himself as Chairman of the Conservation Commission prior to the opening of the hearing.  Vice Chairman Kellogg, acting as chairman, opened the hearing by reading the public notice as posted in the Westfield News.  Mr. Pratt requested a determination of applicability for pruning and removing trees on the property within the buffer zone.  There is only one tree that was damaged during the October snow storm within the 50 buffer zone to be removed.  The members of the Conservation Commission will conduct a site visit upon the conclusion of the site visit for 67 & 67R Tannery Road.  Commissioner Mac Williams made a motion to continue the hearing until the next scheduled meeting on 6/6/16.  Commissioner Phelps seconded the motion.  None opposed, motion passed unanimously.

 

7:55    625 College Highway – proposed expansion of a parking area – no attendance
The Commission approved a continuance.

 

BUSINESS

 

6 Iroquois Drive  Coordinator Clark presented a picture of the construction of a stone wall and a rock border.  The Commission members were in agreement that the structures satisfied the requirement to release the bond.  Commissioner Mac Williams made a motion to release the bond.  Commissioner Mizanoglu seconded the motion.  None opposed, motion passed unanimously.

 

16 Evergreen Street  Coordinator Clark presented a picture of the property showing the deck and stair construction.  The property owner requested a change in the required plantings of 4 dogwood trees, 3 bayberry bushes and 3 virginia rose bushes.  The pictures showed the existing vegetation to be more than sufficient to satisfy the requirements.  Commissioner Kellogg made a motion to accept the Certificate of Compliance from the listed planting to existing plantings.  Commissioner Mizanoglu seconded the motion.  None opposed, the motion passed unanimously.

 

135 North Lake Avenue  Anthony Rotonde, owner, requested a variance for his dock not to be removed on a yearly basis.  The dock is cumbersome, but does not present a safety or navigation hazard.  Lake Management approved the application.  It will now need to be signed by the Harbor Master/Police Chief.

 

DEP requested the status of the restriction on the Kudlic property, Sunnyside Road.  Coordinator Clark read the email from DEP.  Mr. Goddard, R. Levesque, stated that they were working on it.

 

Commissioner Mac Williams made a motion to adjourn the meeting at 8:20.  Commissioner Phelps seconded the motion.  None opposed, motion passed unanimously.
