Board of Health Meeting Minutes

OPENING:  The regular scheduled meeting of the Board of Health opened at 7:00 p.m.  The following members were in attendance:
Dr. Jerome Azia
Sue Brzoska
Jean Nilsson

 

Mr. Thomas FitzGerald, Health Director, was also in attendance.

 

MINUTES

 

Mrs. Nilsson made a motion to accept the minutes of 1/5/17.  Dr. Azia seconded the motion.  The vote of the Board was unanimous in favor.
MR. FITZGERALD’S REPORT

 

38 Lakeview Street  Mr. FitzGerald visited the property due to the water being shut-off.  The property appeared to be currently occupied.  The outside of the dwelling is in disrepair, debris is in the yard.  A second letter was attempted to be delivered by Town Constable six times.  Mr. FitzGerald stated that will he bring the case to Housing Court on January 23, 2017.

 

425 North Loomis Street  Mr. FitzGerald received a complaint regarding a large amount of debris in the yard of this vacant property.  Mr. FitzGerald inspected the property.  Mr. FitzGerald stated that a violation notice has been sent; a return receipt has not been received as of this meeting.

 

16D Depot Court  Mr. FitzGerald received a complaint from the Southwick Housing Authority regarding this apartment.  Mr. FitzGerald and the Southwick Housing Authority Director inspected the property while the tenant was present.  Sanitary Code violations were found and a notice was sent.  Mr. FitzGerald has reinspected the property noting that small improvements have been made.  Mr. FitzGerald attended Housing Court with the Southwick Housing Authority on December 19, 2016.  Tenant will receive assistance with sanitary needs.  Mr. FitzGerald will review progress on   January 23, 2017.

 

430 College Highway  Mr. FitzGerald stated that a complaint was received regarding concerns of dumping of large plastic barrels and other debris on this property.  Mr. FitzGerald inspected the property with Conservation Committee Coordinator and DEP.  The barrels were found to contain water and that this was determined not to be a hazardous waste site.  Mr. FitzGerald stated that the barrels and other debris will be removed from the property per the property owner.

 

9 Foster Road  Mr. FitzGerald stated that the dwelling on this property is currently unoccupied.  Mr. FitzGerald will continue to monitor as a demand letter was sent from the Attorney General’s office to petition the Housing Court on February 28th.

 

18 Eagle Street  Mr. FitzGerald stated that he will continue to monitor as a demand letter was sent by the Attorney General’s Office to petition the court for a reciever.

 

224 Vining Hill Road  Mr. FitzGerald stated that he will continue to monitor as a demand letter was sent by the Attorney General’s Office.


 

TITLE 5
  • 6 Two States Avenue – A Title 5 Inspection was completed; the well is too close to the septic tank.  The dwelling was destroyed in a fire December, 2014.  The well issue will be considered a repair.  A water test was completed in July 2016.  It will need to be re-tested.  There will need to be approval by the Conservation Commission and Zoning prior to a rebuild of the dwelling.

  • 50 Berkshire Avenue – A report of an odor, possibly sewer, was received, investigated and unfounded by Mr. FitzGerald.

PERMITTING
Pasticceria ItaliaHas not renewed their Food Permit, fines are currently accruing.  Mr. FitzGerald will visit the establishment.

 

Mr. FitzGerald previously recommended adding the permitting of solid waste haulers.  The Board agreed that there is a need to add this permit at a flat fee of $100/permit.  The Board reviewed and edited the proposed regulations.  The regulations will be distributed to the applicant with the permit.  The regulations are pending review of the final draft.
