1. Mike D made a motion to accept the minutes from the December 8, 2016 meeting as written.  Rick seconded.  All were in favor and the motion passed.

 

2. There was no meeting on February 9, 2017, because the Town Hall was closed due to a snow storm.

 

3. Mike made a great suggestion, that in the future we should consider tabling voting on an item when a visitor comes to discuss an issue (i.e. docks).  This will give us a chance to further look into the matter and look over any paperwork the individual may have presented at the meeting.

 

4. Conserve North Pond Project / Franklin Land Trust - Dept of Fisheries and Game is going to fund & own ~60% and the Town will end up with the remaining
~40% Mike made a motion that we still support the land trust 60/40 split with the same wording and conditions as before. Eric seconded and all were in favor of the motion passing.

 

5. North Ramp Vandalism - Both flag lights have now been replaced with LED's.

 

6. Dick applied to Eversource to have all our lights at ramps changed to LED's.  This will save us a substantial amount of money on electricity each month . Fishing and Game will pay the ~$10K for the conversion.

 

7. 129 North Lake Ave  - Proof must shown that the docks are on the applicant's own land for the LMC to even be able to consider the requested variance.

 

8. 9 Lakeview - We have a site visit set up for Tuesday with the resident, Mike D and hopefully one other at 9:00am.

 

9. 86 Pt. Grove Rd. If the owner does what he says he is going to do and pushes it over 10ft, all will be good. He also needs to get permits for all his docks. After some discussion, we are not certain that all the docks will fit on property once moved over 10ft.

 

10. Budget Hearing - Went well. People were concerned about the water quality and asked if we could get funding via an agriculture grant. Dick is going to place a call into the USDA.

 

11. Revolving Account - All revolving accounts must now have a bylaw. Dick recommended that we increase the "maximum" for LMC ramp revolving account since it will be a bylaw.  After discussing it we see no downside in doing so. Eric made a motion to increase the amount of our revolving account from the current $32,000 to $50,000.  Mike D seconded and all were in favor.

 

12. Docks and buoys - Sometime in the next few weeks we will need a few of us at the ramp helping the Town DPW guys put in the docks and buoys .  

 

13. There is a broken down dock over in Turtle Cove that needs to be removed.

 

14. Ken made a motion to adjourn and Eric. seconded.  All were in favor.  The meeting was adjourned at 7:45 pm.

 

15. Our next scheduled meeting will be held on April 13, 2017
