Report of the Sewer Implementation Committee 2009

The members of the Sewer Implementation Committee have been working towards installing a 21 inch line to the Westfield Treatment Plant in parallel to the existing sewer line. The existing public sewer line currently enters a 12 inch line at the end of Meadow Road in Westfield. The proposed extension will involve two river crossings, which require extensive permitting, some of which had been completed in 2009. The Town currently has 175,000 gallons of daily capacity. Once the parallel interceptor line is installed, the Town will have 500,000 gallons of daily capacity, which Southwick owns but cannot currently use. The installation of a parallel interceptor will allow sufficient capacity for a Phase II extension of public sewer lines in designated areas of the town.
 
The SIC members along with an engineering consulting firm and DPW are pursuing funding from the U.S. Rural Development Authority and stimulus program. Several funding avenues have and are being explored. Unfortunately, until funding becomes available and a majority of the Town’s residents vote for an expansion, plans are stalled. The goal of the SIC members in 2010 is to secure funding for the interceptor line, begin construction, and hopefully be able to offer a sewer extension to the public shortly thereafter.
