The Finance Committee was called to order at 6:00 p.m.

 

The next Finance Committee meeting will be held May 17, 2016 at 6:00 p.m. to be held at the STGRSD Auditorium prior to Special and Annual Town Meeting.

 

A MOTION was made by T. Mish, seconded by A. Pinell (Vote: Unanimous) to approve a Reserve Fund Transfer in the amount of $1,000.00 for the Board of Health.

 

Public Comments:

 

There were no public comments.

 

The Finance Committee discussed the CPA Warrant Article lowering the tax from 3% to 1%. R. Horacek has not heard back from Town Counsel. R. Buley submitted a sample Article of CPA from 3% to 1%.

 

New Business STGRSD:

 

Jay Barry, Superintendent of STGRSD and Steve Presnal, Business Manager and Jim Vincent, Chairman of the STGRSD School Committee came to discuss the STGRSD FY 17 budget. The town is requesting that the STGRSD take a onetime larger amount of $ from their E & D (equivalent to Free Cash) to lower the assessment.

 

Finance Committee Warrant Article Recommendations:
 
A MOTION was made by D. Condron, seconded by T. Mish (Vote: Unanimous) to recommend the Special Town Meeting Articles 1 – 4.
A MOTION was made by D. Condron, seconded by R. Horacek (Vote: Unanimous) to recommend the Annual Town Meeting Articles 7 – 9.
A MOTION was made by A. Pinell, seconded by T. Mish (Vote: Unanimous) Not to recommend Article 10.
A MOTION was made by A. Pinell, seconded by T. Mish (Vote: Unanimous) to recommend the Annual Town Meeting Articles 11 – 15.
A MOTION was made by R. Horacek, seconded by D. Condron (Vote: Yes: 4; No: 1 T.M.) to recommend Article 16.
A MOTION was made by T. Mish, seconded by R. Horacek (Vote: Unanimous) to recommend the Annual Town Meeting Articles 17, 19, 20 & 21.
A MOTION was made by T. Mish, seconded by R. Horacek (Vote: Unanimous) to Table Annual Town Meeting Article 18.
A MOTION was made by D. Condron, seconded by R. Horacek (Vote: Unanimous) to Table Annual Town Meeting Article 24 to be written by Town Counsel.
A MOTION was made by D. Condron, seconded by T. Mish (Vote: Yes: 4; Abstain: 1 R.H.) to recommend Article 26.

A MOTION was made by R. Horacek, to eliminate the CPA tax, there was NO second. The MOTION failed.

 

A MOTION was made by D. Condron, seconded by R. Horacek (Vote: Unanimous) to adjourn the Finance Committee meeting at 8:00 p.m.
