The Finance Committee was called to order at 6:00 p.m.

 

The next Finance Committee meeting will be held October 17, 2016 at 6:00 p.m.

 

A MOTION was made by R. Horacek, seconded by A. Pinell (Vote: Yes: 5 Abstain: 1 L.B.) to approve the minutes as amended of August 8, 2016.

 

A MOTION was made by T. Mish, seconded by D. Condron (Vote: Unanimous) to approve a Reserve Fund Transfer in the amount of $6,600.00 for Police School Expense.

 

C. DellaGiustina, Town Accountant would like to begin preparing the FY 18 Budget sheets and letter to the departments, boards, committees and commissions. She asked for the Finance Committee’s opinion on to level fund, 5% decrease or 5% increase. The Finance Committee agreed on level fund and 5% increase.
The tax rate is set at $17.73. The town is 1.2 million below the levy limit. She advised to use some of excess levy for some capital projects such as repairing roads. The town should look ahead excess levy is not a guarantee.

 

6:30 p.m. Pat Roche, Chairman Park & Rec:

 

The Park & Rec is asking to use leftover money from the well project to pay $4,500.00 for concrete work to be ADA compliant at the Whalley Park playscape. A MOTION was made by R. Horacek, seconded by D. Condron (Vote: Unanimous) to approve $4,500.00 to pay Labarre Concrete for work done at the playscape. P. Roche will get estimates for electrical work to be done on the maintenance building at Whalley Park.

There were no public comments.

 

6:45 p.m. Chief Anderson, Fire Department:

 

Chief Anderson met with the Finance Committee to discuss a $10,000.00 MIIA loss risk grant that he is applying for. This would be used to hire an apparatus consultant to look at mechanical structure of the Fire Department Fleet. An additional $5,000.00 may be needed for the evaluation.

New Business:

 

L. Bathel updated the Finance Committee regarding the Feasibility Study for the Granville Village School. It is an independent firm and they just report recommendations. A lot is based on projections. This data will be gathered by mid October. There was also discussion of transportation to and from Tolland.

 

A MOTION was made by R. Horacek, seconded by D. Condron (Vote: Unanimous) to adjourn at 7:00 p.m.
