SIC Meeting Minutes

Meeting date:
Tuesday, March 22, 2016
OPENING:  The regular scheduled meeting of the Sewer Implementation Committee opened at 7:00 p.m.  The following members were in attendance:
Jerry Patria, Chairman
Randy Brown, Vice Chairman
Brian Pranka
James Vincent
Art Pinell

MINUTES
Mr. Pranka made a motion to accept the minutes of March 1, 2016.  Mr. Vincent seconded the motion.  The vote of the Committee was unanimous in favor.

DISCUSSION
The Board of Selectmen accepted the resignation of Russell Orne as a member of the Sewer Implementation Committee on 3/15/16.

The SIC members discussed an informational meeting for business owners in the Big Y / Southwick Crossing area.  A handout was composed relative to the intent of the project in conjunction with the installation of a new water line along Congamond Road.  Mr. Pinell did discuss the issues relative to the financial aspect of the project with the Finance Committee, who will reopen a discussion after the informational meeting on March 28th.

Mr. Brown received an email from the property owner at 23 Lakemont Street inquiring about the availability of public sewers in the neighborhood.  The resident received a quote of $20,000.00 to $30,000.00 to repair the septic system which currently is not in failure.  At this time, the SIC could not entertain an expansion in that neighborhood.  Mr. Brown stated that a public sewer in that area could be expensive due construction costs for small lots, narrow roadways, and the need for several grinder pumps.  The SIC members also agreed that the Town residents may not approve any expansion of the public sewers.

Mr. Brown related information from Ms. Mary Thayer, Lakewood Village Apartment.  Ms. Thayer received a revised quotation from her contractor for the installation of a sewer line along Point Grove Road which was substantially higher than the original quote.  It may be more cost effective for the apartment complex to connect through a pump station at Babb Road instead of a pipe installation along Point Grove Road.  The septic systems at the complex can continuously be repaired, but connecting to a public sewer system will be a long term investment as opposed to repairing/replacing septic systems.  Ms. Thayer will be invited to discuss the project at the SIC meeting on April 12th at 7:30 p.m.

Respectfully submitted,
Jean Nilsson, Secretary
