Park & Recreation Meeting Minutes

The meeting was opened by Commissioner Patrick Roche at 6:30 pm. The next meeting of the Park and Recreation will May 4, 2016 at 6:30 pm.

Review Minutes and Bills
Bills were reviewed and approved. Minutes were reviewed and approved.
Rail Trail
Review Clayton Cigal request to hold Annual Crop Walk on June 5, 2016. Rail Trail Employee Pat will not be returning to mow and maintain the rail trail this summer. With the use of his own vehicle there is too much liability. Last year his truck was vandalized while it was parked and he was mowing the rail trail. His insurance had to cover it. Cara will post the Rail Trail Maintenance Job. Cara will contact Rick’s to put out the Porta potty’s.
Town Beach
Review lifeguard applications. Interview lifeguards.
Whalley Park
We need to purchase lining paint. Mike Shiel will get price of 5 gallon buckets. Dave will contact Sherwin Williams for a quote. Review quote for benches and picnic tables. David DeiDolori motioned to purchase benches and picnic tables; Jeanne Reed-Waldron seconded and the motion was approved.
Cara will contact Heritage Landscape to fertilize the fields. Pat said JB is ordering a pallet of lyme for the fields. P&R will split with them for a better price. Jeanne Reed-Waldron motioned purchase ½ pallet of lime for $117.60 from the Recreation Center; David DeiDolori seconded and the motion was approved. Pat said P&R will need to purchase a shed for the wells. Pat met with Eric of Down Under and the electrician. They suggested the best and least expensive way for power is to put a shed near the wells. The pressure tanks will also go in the shed. Each year the irrigation and tanks will need to be drained. The wells drain automatically every time they are used. Pat got a quote of $1,500 from skips for a 8x8 shed. Pat will contact Dig Safe before the trenches are dug. Witch Equipment will provide a quote for 4” pipe underground. Cara will order two new flags for the park. Pat received 3 proposals to fix ADA ramps to playscape. Cara will forward them to Karl Stinehart. Where the sidewalk ends at the gate the mulch has settled and there is a lip. There cannot be a lip for ADA accessibility. Joel will start maintaining the grounds on May 2nd.

New Business
Review Before and After School Program Proposal. Everyone was in favor or exploring options of this program at the Town Hall Community Center. The area is already ADA accessible. In the past there was a program which was sponsored by the Boys & Girls club so the facility is already set up and ready for use. Pat will discuss with Karl.
