Park & Recreation Meeting Minutes

The meeting was opened by Commissioner Jeanne Reed-Waldron at 6:30 pm. The next meeting of the Park and Recreation will November 16, 2016 at 6:30pm.

Review Minutes and Bills
Bills were reviewed and approved.  Minutes were reviewed and approved.  

 

Whalley Park
Review letter from R. Levesque dated Oct 31, 2016.  The low bidder for the Whalley Park Lighting Improvement Project is JL Construction.  The bid came in $4,844.85 higher than the project budget.  John Whalley motioned to take $4,855.85 for the Whalley Park lighting improvement project out of the Whalley Park revolving account; Mike Massarelli seconded and the motion was approved.  R. Levesque Associates suggests adding a 5-10% contingency for unforeseen complications.    John Whalley motioned to proceed with the entire Lighting project with JL Construction and if the project goes over budget for unforeseen complications the Add Alternate No.1 – Vehicular/Play Area Site Lighting of $42,468.85 will be removed; Mike Massarelli seconded and the motion was approved.  There was concern about JL Construction damaging existing things at the park.  John said the contract states if JL Constructions damages anything they will be responsible to cover the cost to fix.  
Bob Johnson from maintenance is requesting P&R add winterizing the Town Beach and Whalley Park to P&R fiscal budget request next year.  Maintenance has been winterizing the Town Beach in the past.  And this year is the first year they have winterized Whalley Park restrooms.  Pat & John had Zeek show Bob and John M. of Maintenance how to winterize the restrooms.  Joel’s last week was the week of Oct 24, 2016.  When the mowing season is over he would like to winterize the mowers and take preventative measures for the mice that damage the mowers and supplies in the maintenance building.  The P&R board agrees they would like to have him back to do this.  
Pat put locks on the 90’ field entrances to avoid the mounds of dog waste that are left on the field and the unauthorized use of organized leagues using the fields.  
DPW is going to plow the first 100 feet of the Whalley Park entrance when it snows.  P&R will put up saw horse and a sign stating no motorized vehicles.  

 

Rail Trail
The porta-potty was taken in for the winter.  A call came in on October 28, 2016 reporting a tree down across the trail near Tobacco Road.  Brooks, Linda and Dave DeiDolori cut and cleared the tree from the trail.  Mr Baldarelli offered to help clear any fallen trees in the future.  

 

Prifti Park
Bob Johnson said they poured the concrete slab for the trash container to be placed on.

 

New Business
P&R will be sponsoring a free Woman’s self defense training class for ages 15 and over in the Town Hall Auditorium on Dec 3, 2016 1-5pm.
