Park & Recreation Meeting Minutes

The meeting was opened by Commissioner Patrick Roche at 6:30 pm. The next meeting of the Park and Recreation will November 30, 2016 at 6:30pm.

Review Minutes and Bills
Bills were reviewed and approved.  Minutes were reviewed and approved.  
 
Whalley Park
Brian Alves is requesting 90’ field use from August-October on Saturday’s and Sunday’s from 8am-5pm.  He does not want to pay $400 a day in accordance to P&R fees.  He will come to a meeting to discuss further.  The Light Project was approved by BOS.  The process will go forward.  P&R needed a contingency fund of 5-10% for unexpected items.  P&R took out the light poles from the project to cover the contingency.    Someone tore up the lower soccer fields at the park last night.  Pat filled out police report.  Eric from Down Under Irrigation saw and put as much grass back in place that he could and advised Pat.  Someone used the lower men’s bathroom after maintenance had already winterized.  The bathrooms were locked and signs up stating bathrooms closed for the season.  Bob from maintenance is going to find out about changing the locks for the season.  Pat took nets off lower soccer goals and put in storage.  He locked the soccer frames together.  Review email from Randy at DPW about closing the park and putting up barricade for winter.  Pat stated per the deed the park can not be closed permanently for winter.  They would like to do what we did last year.  When it snows, DPW will plow the 1st 100 feet of the lot and P&R will put up A-Frame with sign stating no vehicles in the park.  
 
Rail Trail
Brooks from the Friends Group reported the cover from the trash container off Miller Road is in the canal.  He said he will get it out.  
 
Prifti Park
No new movement.  Inquiry as to when the park will open.  Inquiry forwarded to Maintenance as they are working on finishing the park.
 
New Business
Review letter from Southwick Fire Dept to inspect the Town Beach.  Cara will fill out application and return to Fire Dept.  A Fencing Instructor contacted the P&R Office to hold a fencing program at the Town Hall.  Any requests for after hour’s programs requires a P&R member to be present for the entire program.  P&R would like to support the fencing program for the residents of Southwick however does not have a volunteer to attend all the classes.  Discussion on the next fiscal budget review to be submitted to accounting.

7:37pm Jeanne Reed-Waldron motioned to adjourn the meeting; Dave DeiDolori seconded the motion. The meeting was called to a close.
