1. Malcolm DeBay made a motion to accept the minutes as written from the September 8, 2016 meeting as written.  Mike DeBay seconded,  all were in favor and the motion passed.

2. Water Report – Malcolm reported that Solitude successfully treated the algae bloom in all 3 ponds on 8/15/16 and that the water quality has been improving since treatment but is still degraded compared to prior years.  LMC is still seeking state funding for projects designed to significantly improve water quality.

3. North Pond Land Preservation – A group of state officials were given a tour of North Pond and the open space area in the northeastern corner that the Town is working to preserve.  Discussions centered around various sources of funding that might be accessed to fund the acquisition.  In addition, the group was given a tour of parts of Middle Pond and those discussions centered around funding the costly water quality improvement plan.  State officials are looking at the possibility of shared dredge equipment that the Commonwealth would purchase and possibly operate as well.  LMC is still hopeful that the $1.2M in the Environmental Bond Bill will be released to Southwick for alum treatment and dredging Canal Brook along with some coves in Congamond.

4. Babb's Beach – Dick gave a summary of the 8/16 Babb's Beach dedication ceremony that was attended by numerous officials and residents.  Babb's Beach should be ready for full operation for this coming season.

5. Bylaws – As a follow-up to the last meeting, Mike DeBay checked the wording of the website bylaws versus the code book that had been reported by a resident as being different.  Mike reported that they are identical.

6. The issue of new pressure-treated docks was discussed and it was explained that the new PT material is reportedly safe for use in water.

7. The End of Summer Luncheon for Town employees/volunteers will be held on September 23rd from 11 to 1.  All are welcome and encouraged to attend!

8. Mike DeBay made a motion to adjourn and Eric seconded.  All were in favor.  Our meeting was adjourned at 7:20 pm.

9. Our next scheduled meeting will be held on October 13, 2016.

Respectfully submitted,
