Lake Management Committee Meeting Minutes

Minutes of meeting held October 27, 2016, 7:00 P.M. at Town Hall College Highway, Southwick, MA, with attendance as follows:

2. North Pond Land Preservation - Dick provided copies of the final version of the LMC and Ken Wagner letters of support for Town efforts to preserve the 150 tract of land on North Pond.  There was some discussion about "what if" the preservation efforts fail and LMC issuing a position on potential for another marina or large community docking facilities for this area.  Mike D will draft a letter for review by members at the next meeting.  

3. Lake Monitoring - Eric noted that the sampling showed increased turbidity but not an algae issue.  The overall water quality has degraded even more and members reported green material floating on South Pond.  Eric will be checking it for algae content.

4. The buoy mooring , cable, etc at the southern end of the Middle/South Pond interlake culvert appears to have been dragged and or cut when the docks were moved from Crabby Joe's to the opposite cove.  As requested, Dick will check with Con Com regarding the storage of these docks in the water.  

5. Canal Clearing- Dick spoke with Steve Ayotte about clearing the beaver dams and Suffield DPW about clearing the Connecticut to Phelps Rd.

6. Aqua Thruster – MassDEP's position on the Aqua Thruster is that use of this technology is a local Con Com permitting issue.  Con Com has already contacted the property owner and so advise the owner of the need to file an NOI.  

7. Buoys – Rick, Mike DeBay and Mike Coombs removed all the buoys from Congamond and put them on the shore at the North Ramp.  Southwick DPW transported the buoys to the DPW yard for winter storage.   

8. Docks – DPW will be helping us again this year with the docks this Saturday at

9:00 AM.  Mike D, Mike C, Rick, Scotty, Steve and Dick plan to be at the North Ramp Saturday at 9:00 AM to help.  Sue plans to be on site at 5:00 AM to ensure that nobody parks in the storage areas.   

9. Members discussed "winter" meeting dates and proposed the following schedule:

Other - Mike D raised the issue and some discussion followed about "what if" the Town's land preservation efforts fail.  A recommendation was made that LMC issue a position on the potential for another marina or large community docking facilities for this area that would likely bring a significant increase in power boats to an already overloaded lake.  Mike D will draft a letter for members to discuss at the next meeting.  

12. Our next scheduled meeting will be held on November 10, 2016.
