Board of Health Meeting Minutes

OPENING:  The regular scheduled meeting of the Board of Health opened at 7:00 p.m.  The following members were in attendance:
Dr. Jerome Azia
Sue Brzoska
Jean Nilsson


 

Mr. Thomas FitzGerald, Health Director, was also in attendance.

 

The Board welcomed Jean Nilsson as their newly elected member.  Mrs. Nilsson will serve as a Board member and secretary until such time as a qualified replacement can be found for her secretarial duties.
The Board members agreed to search already existing employees to gage interest in the position.  Mr. FitzGerald will contact some candidates and invite them to a Board of Health meeting if they are interested in the position.

 

MINUTES

Ms. Brzoska made a motion to accept the minutes of June 02, 2016.  Dr. Azia seconded the motion. The vote of the Board was unanimous in favor.

 

MR. FITZGERALD’S REPORT


 

156 Berkshire Avenue  Mr. FitzGerald stated that the property owner is actively selling the property.  

 

418 College Highway  Mr. FitzGerald stated that there is no new progress on this property.

 

5 Klaus Anderson Road Mr. FitzGerald stated that there has been progress on cleaning the property.  However, there has been no building permit issued as of this meeting.

 

87 Klaus Anderson Road  Mr. FitzGerald scheduled a meeting with the Attorney General and the property owner for on July 14th.

 

282 South Loomis Street  Mr. FitzGerald stated that the property is abandoned and trash is being dumped on site.  Mr. FitzGerald did contact the property manager to inform them that the property needed to be cleaned.

 

HEARING

 

Dr. Azia opened the hearing for the Regulations Limiting Youth Access to Tobacco Products and Nicotine Delivery Products at 7:30.  Some minor changes were made to the regulations.  Mrs. Nilsson made a motion to accept the regulations.  Dr. Azia seconded the motion.  Ms. Brzoska amended the motion to include an effective date of October 1, 2016.  The vote of the Board was unanimous in favor.  

 

MR. FITZGERALD’S REPORT

 

Mr. FitzGerald received a complaint of sewage pumping at the American Inn.  It appears that the owner was pumping liquid from one galley to clean it out and transferring the liquid into another galley on site.  Mr. FitzGerald informed the owner that pumping of septic systems must be done by a licensed hauler, and cannot be pumped from one tank into another even on the same property.

 

Mr. FitzGerald conducted a site inspection with the Fire Chief, Conservation Coordinator, and Building Inspector at 256 College Highway.  There were several cars, combustibles, a shed that was falling down, and trash and debris.  The property owner did agree to clean the property.

 

Mr. Lawler and Mr. Dennis Clark conducted a site visit at 31 Birchwood Road  responding to a complaint from a neighbor concerning bees.  The homeowner has several hives producing honey.  Due to a language barrier, it was not clear what the homeowner used the honey for.  Honey bees are now protected.  The neighbor complained that there are people in the residential area that are allergic to bee stings.  Though there are no specific regulations relative to bee hives, the residential property is a small lot.  Mr. FitzGerald will continue to monitor the situation but at this time, the Board did not consider the issue a public health nuisance.

 

Mr. FitzGerald notified the Board that the first water test result for the beach was 90, and the second test was 12.  There was a report of a backup in the bathroom due to a mass baptism where children were being washed in the sinks after the ceremony in the lake.

 

Mr. FitzGerald related information relative to emergency preparedness.  Mr. FitzGerald composed a list of large businesses that could have places available as distribution points.  Having several locations will alleviate crowding in one location in the event of an emergency.  All sites will be coordinated by the Board of Health.

 

Mr. FitzGerald reported that the Board of Health has not contracted a physician for issuing orders.  At this time, the only time an order needs to be issued is for vaccines.  Mr. FitzGerald will continue to search for a doctor willing to work with the Board of Health.
