Board of Health Meeting Minutes

OPENING:  The regular scheduled meeting of the Board of Health opened at 7:00 p.m.  The following members were in attendance:
Dr. Jerome Azia
Sue Brzoska
Jean Nilsson

 

Mr. Thomas FitzGerald, Health Director, was also in attendance.

 

MINUTES

Mrs. Nilsson made a motion to accept the minutes of 8/4/16.  Dr. Azia seconded the motion.  The vote of the Board was unanimous in favor.

 

MR. FITZGERALD’S REPORT

 

256 College Highway  Mr. FitzGerald and the Fire Chief received permission to enter and inspect the property.  Debris does remain on the property.  It was noted that some vehicles have been removed since the initial inspection.  The Building Inspector and Fire Chief, as well as the Health Director, will continue to monitor the property.  Removal of the debris may slow due to a fire at the property owner’s home in Suffield.

 

68 Summer Drive  The property owner of abutting property contacted Mr. FitzGerald stating that the property is in need of having some debris removed.  Mr. FitzGerald inspected the property and spoke with the property owner who agreed to remove the debris.  Mr. FitzGerald will continue to monitor the property.

 

151 Sheep Pasture Road  Mr. FitzGerald received a complaint that there is a person living in a trailer on her property.  Building Inspector has been notified, Mr. FitzGerald will revisit the property to insure she has vacated the trailer.

 

59 College Highway  Mr. FitzGerald stated that he inspected the property.  The parking lot was dry and he found no evidence of further concern.  The initial cause of the water leak was found to have come from faucets left open when former tenants vacated the property.  

 

Mr. FitzGerald reported that the Fire Department will now be responsible for the collection of sharps and distribution of sharps containers.  The transition of responsibility from the Board of Health to the Fire Department was effective 8/17/2016.

 

Mr. FitzGerald will meet with Baystate Noble Hospital officials to inquire about the availability of a medical doctor willing to issue orders to Dr. Kate Johnson, Health Nurse.  Original meeting was rescheduled by Baystate officials from September 1, 2016 to September 20, 2016.  

 

Mr. FitzGerald reported that the South Pond Beach is now closed for the season and that the water tests for weeks 6, 7, and 8 resulted in very low coliform bacteria counts.  He also noted that the lakes have been treated for algae.

 

Mr. FitzGerald stated that he had been contacted by the Water Department inquiring about private well permits for 10 town residences.  Of those 10 properties, 8 were found to not have records on file.  Present Board of Health regulations require a well permit for potable water wells.  Further investigation into the regulations for wells is needed.

 

Mr. FitzGerald shared a handout from Tennessee Pipeline regarding pipeline awareness.

 

Mr. FitzGerald received a letter from Big Y that their septic system is operating normally.

 

Mr. FitzGerald received an approved site plan from the Planning Board regarding a property at Robin Road.

 

Mrs. Nilsson made a motion to accept Melissa Bridges as the Board of Health secretary, effective September 6, 2016.  Dr. Azia seconded the motion.  The vote of the Board was unanimous in favor.

  • Bruschetta’s – 2 tables and 4 chairs were found indoors, one table with seating outdoors.  They were reminded they were not approved to have seating.  A letter will be sent by the Board of Health giving permission for seating, without tables, for pick-up only and that there will be a posted sign stating that consumption of food or drink is not allowed.
