Board of Health Meeting Minutes

OPENING:  The regular scheduled meeting of the Board of Health opened at 7:00 p.m.  The following members were in attendance:
Dr. Jerome Azia
Sue Brzoska
Casimir Tryba

 

Mr. Thomas FitzGerald, Health Director, was also in attendance.


 

MINUTES

Mr. Tryba made a motion to approve the minutes of March 03, 2016.  Ms. Brzoska seconded the motion.  The vote of the Board was unanimous.

 

MR. FITZGERALD’S REPORT

 

2 Lakemont Street  Mr. FitzGerald updated the Board members concerning the water shut off at this location.  The owner stated that he was attempting to secure funding to pay the water bill, which was shut off in September 2015.   Mr. FitzGerald will be attending Housing Court on March 21st for a resolution to the situation.

 

87 Klaus Anderson Road  Mr. FitzGerald received a reply via email from Mr. Gruska concerning the status of the property.  Mr. Gruska stated that he was not able to complete the construction of the dwelling at this time.  Mr. Tryba made a motion to have Mr. FitzGerald begin a receivership on the location.  Dr. Azia seconded the motion, Ms. Brzoska was opposed.
 
35 Gillette Avenue  Mr. FitzGerald sent information to condemn the property and issued a letter to the owner to board and secure the dwelling.
 
156 Berkshire Avenue  Mr. FitzGerald began the process of a receivership on the property.  There are several code violations including rubbish and debris including a boat that is in disrepair.  The exterior of the dwelling is starting to deteriorate and has not been inhabited for a period of time.

 

110 Hillside Road  Mr. FitzGerald conducted an internal site visit at the location. Mr. Lawler, Building Inspector, made note that there were structural issues with the dwelling which resulted in the heat being shut off.  Mr. FitzGerald was accompanied by relatives of the owner who did state that the owner was not currently residing in the dwelling.   Mr. Tryba made a motion to have Mr. FitzGerald condemn the dwelling.  Ms. Brzoska seconded the motion.  The vote of the Board was unanimous in favor.

 

Mr. FitzGerald noted that Grandaddy Frank’s BBQ was advertising a mobile cart service at the Westfield River Brewery.  The sub contractor using the interior kitchen for preparing meals is discontinuing their service at the Westfield River Brewery.  The Board members questioned if it was the intent of Grandaddy Frank’s BBQ to provide interior food service at the brewery.   

 

Mr. FitzGerald notified the Board that Flynn’s Family Farm Bakery has not paid for their food permit.  The bakery is an in home business only opened seasonally.  However, the Regulation for Food Establishment requires that all food permits be paid by the first day of each calendar year.  Mr. Tryba made a motion to require the owner to pay a $150.00 fine in accordance with the regulation, or, attend a Board of Health meeting to explain why the $40.00 permit had not been paid as of this meeting.  Ms. Brzoska seconded the motion.  The vote of the Board was unanimous in favor.

 

Mr. FitzGerald reported that Congamond Pizza Company, the former site of Celestro’s, is in the process of opening.  The application for the Food Permit is in process and has been paid.

 

FOOD SERVICE INSPECTIONS
  • King Yen Too – Mr. FitzGerald issued a letter the restaurant as an update and will conduct an inspection within two weeks after the training date.
  • New Main Moon – the restaurant will be closed from March 18th through the 25th.  Dr. Azia did have a discussion with Mr. Chu and explained the position relative to the Board of Health and reminded him that the restaurant must be kept clean at all times.

WELLS
  • Whalley Park – Mr. FitzGerald stated that a well permit will be issued for an irrigation system at the park.
  • 139 Fred Jackson Road – Mr. FitzGerald received a request for decommissioning the well at this location.
  • 23 Laurel Ridge – Mr. FitzGerald stated that the owner is having a problem with sediment.  The Board of Health had no well permit on file for this property.  The owner is contracting a well driller to resolve the issue.
