Board of Health Meeting Minutes

OPENING:  The regular scheduled meeting of the Board of Health opened at 7:00 p.m.  The following members were in attendance:
Dr. Jerome Azia
Sue Brzoska
 
Mr. Thomas FitzGerald, Health Director, was also in attendance.
 
MINUTES
 
Ms. Brzoska made a motion to approve the minutes of January 7, 2016.  Dr. Azia seconded the motion.  The vote of the Board was unanimous as amended.
 
MR. FITZGERALD’S REPORT
 
2 Lakemont Street  Mr. FitzGerald reported that there is still no water service at this location.  The property owner was not able to attend the Housing Court hearing as scheduled on January 21st.  The case has been continued until January 25th.
 
26 Point Grove Road  Mr. FitzGerald issued a certified letter to the property owner which was refused.  The tenant did contact Mr. FitzGerald and stated that the owners, who do not live in Town, were notified of the issue.  As of this meeting, the debris had not been cleared.
 
Mr. FitzGerald notified the Board that the sharps were picked up.  The cost is approximately $400.00 per year.  The funds are part of the immunization budget.
 
Mr. FitzGerald completed the grant application for tobacco regulation enforcement.  The grant will cover tobacco cessation programs, enforcement, and compliance checks.  Mr. FitzGerald presented a report to the Board members relative to the public health implications of raising the minimum age of legal access to tobacco product and requested that the Board members consider creating regulations which would raise the sales of tobacco products from 18 to 21, and regulations that would categorize E cigarettes the same as a tobacco product which would eliminate the use of E cigarettes in public places such as restaurants.
 
Mr. FitzGerald reported that he was in the process of composing the Annual Town Report.
 
Mr. FitzGerald stated that the owner of Beast Coast Vapors did not return his call relative to the products being sold.  There are no permits issued for the property.  Mr. FitzGerald issued a second certified letter requesting information on the operation to determine if permits for the products being sold are required.

  • HMCC – Mr. FitzGerald attended the meeting on emergency preparedness.  There are 10 representatives from western Mass preparing the structure of corporation between Public Health Officials, Hospitals, and EMS personal.
