Board of Health Meeting Minutes

OPENING:  The regular scheduled meeting of the Board of Health opened at 7:00 p.m.  The following members were in attendance:
Dr. Jerome Azia
Casimir Tryba

 

Mr. Thomas FitzGerald, Health Director, was also in attendance.

 

MINUTES
Mr. Tryba made a motion to approve the minutes of December 17, 2015.  Dr. Azia seconded the motion.  The vote of the Board was unanimous as amended.

 

MR. FITZGERALD’S REPORT

 

2 Lakemont Street  
Mr. FitzGerald was scheduled to attend Housing Court on Monday the 11th.  The case was continued for two weeks as the property owner was not able to attend.

 

26 Point Grove Road  
Mr. FitzGerald received a complaint of rubbish and debris at this location.  A violation notice was issued.

 

109 Congamond Road – Travel Town Trailers  
Mr. FitzGerald received a complaint from the Southwick Police Department of an individual living at the location.  He and Mr. Lawler conducted a site investigation and did confirm the allegation.  Mr. FitzGerald met with the business owner who stated that he was in the process of selling the business and that the trailer occupant was moving.

 

152 Feeding Hills Road
Mr. FitzGerald was advised of a person/or persons living in a mobile home at this location.  Mr. Lawler, Building Inspector, issued a letter to the home owner notifying them that the occupants must vacate the mobile home.

 

Mr. FitzGerald issued a letter to Beast Coast Vapors inquiring about the lack of permits for the business.  The business owner did leave a message saying he would call again, but as of this meeting, there has been no further contact.  Mr. FitzGerald will issue a certified second letter relative to the lack of permits for the business.   
 
Mr. FitzGerald presented a hand-out to the Board members relative to “where we stand now: E-cigarettes”.  The hand out included a time line from their conception in 2003 to current statics relative to health issues and if they do replace tobacco cigarettes.

 

Mr. FitzGerald conducted an activation drill for the emergency dispensing site located at the Powder Mill School.  The drill was to notify officials such as the Police Department, Fire Department, Town Administration, Board of Health members, Emergency Management etc. to determine a response time.

 

Mr. FitzGerald presented a hand out for mosquito control overview for Towns in Mass.

 

Mr. FitzGerald and Mr. Dennis Clark, Conservation Commission, conducted a site investigation for a beaver dam near Shurtleff Brook on North Loomis Street.

 

Mr. FitzGerald responded to a complaint of trash at the Granville Gorge.  He found no evidence of the complaint.

 

Mr. FitzGerald responded to a complaint of an order at 142 Feeding Hills Road.  The complainant stated that the odor could have been from the rotting head of a deer on the neighboring property.  Mr. FitzGerald referred the case to Animal Control and Tracy Root, ACO, will investigate.   


 

 FOOD SERVICE INSPECTIONS
  • Brushetta’s – the tables were removed

  • Red Riding Hoods Basket – Mr. FitzGerald informed the new owner that they would have to pay for a 2015 Food Permit as they took over the business in November 2015.  Food Permits are non-transferable.  The owner did pay for the 2015 and 2016 permits.
  • State Line Station
  • House Bill 711 – Mr. FitzGerald explained that this bill would impact the jurisdiction of slaughter houses from the Department of Public Health to the Agricultural Department.  The bill also contains possible provisions for farmers selling milk directly to consumers.  Mr. FitzGerald was not in favor of the raw milk provision as it does have the possibility of being a health hazard.
