LEPC Minutes

Karl Stinehart, LEPC Chair opened the meeting at 0935 hours with an introduction of all present after noting a quorum represented.

 

I. Acceptance of September 22, 2016 Meeting Minutes:
Mr. Karl Stinehart entertained a motion for acceptance of the September 22, 2016 meeting minutes as presented with a motion made by Russ Anderson and seconded by Jennifer Willard with all voting in favor.

 

II. New Business: Haz-Mat Table-Top Exercise
A haz-mat table–top exercise with the purpose of involving special needs residents and testing the emergency haz-mat transportation routes and the Integrated Emergency Hazardous Material Emergency Plan. The scenario began in the winter morning commute time frame with an unexpected regional snow squall causing multiple accidents. A three vehicle motor vehicle accident involving a home heating oil delivery truck, a midsize special needs school bus and a sedan type vehicle. A significant Fuel oil leakage onto the ground with runoff into Congamond Lake, possible LPG tank leaking, vehicle extrication, and a water rescue are the exercise factors to address. An after exercise hot wash,  evaluation, and extended discussion ensued.

 

III. Old Business:
Both of the standing subcommittees have no information to report for this meeting.

 

IV. Other Business:
LEPC members Chief Russell Anderson and Emergency Management Director Charles Dunlap attended the Columbia Gas new Facilities Center opening along with natural gas emergency response training.

 

V. Adjournment:
Chairman Karl Stinehart entertained a motion for meeting adjournment. A motion to adjourn was made by Doug Moglin, seconded by Cindy Sullivan with all voting in favor. Chairman Karl Stinehart stated the next LEPC meeting would be in the EOC at 0930 hours January 26, 2017. The meeting adjourned at 1120 hours.
