Planning Board Minutes

The regularly scheduled meeting of the Planning Board was called to order at 7:00 pm by Mrs. Terry. She stated that the meeting was being recorded and asked if anyone in the audience was recording the meeting.

 

PLANNER’S REPORT: 7:00 pm

 

1.Received a call from Jeff Bran inquiring about a subdivision on the Griffin land. Faxed him an ANR packet.

 

2. Received a call about signing off on the building proposed on States Ave. They were told the BOA had approved the extension to build but is still working on the repositioning of the structure on the lot.

 

3. Mr. Norm Storey came in to pick up the Mylar for 82 Point Grove Road and took it to be filed at the Registry of Deeds.

 

4. A man wanting to move to Southwick is looking for a place to build a home. I referred him to Jesse Saltmarsh who is working on the Noble Steed Subdivision.

 

5. A couple came in from Ferrin Heights concerned about the new construction of the Estate lot on Robin Road. They were concerned about who would pay taxes on the land if taken from their open space. They talked with Alan on the phone.

 

6. Ed Gaunt, owner of a car sales facility received a complaint from his neighbors who did not want his cars parked in the rear.

 

7. Received an inquiry from a man about whether a building could be constructed on 26 Shore Road. The lot is pre-existing nonconforming to zoning. After discussing it with Alan I told the man he would have to go to the BOA for variances.

 

8. Chief Anderson sent an email requesting info on the four residences that have a common driveway that crosses College Highway Covered Bridge. The Board of Assessors gave me a map showing the four residences. Tracy Cesan picked it up. She said the covered Bridge is falling apart.

 

9.Mrs. Demaise of South Longyard Road called asking when the trees were removed on the road. The DPW Director said they were removed Aug and Sept 2016.

27 Sheep Pasture Road

Mr. Mark Krzynicki said he wants to build a single residence on 27 Sheep Pasture Road. He said the lot has 4.87 acres and 374 feet of frontage. He said the Building Inspector requires a form to be signed before issuing a building permit. He requested a signature by the Planning Board. Mrs. Terry signed the form.

10 Industrial Road

Tom Greene requested information from the Board about including a gun store in his current business on 10 Industrial Road located in the Industrial Zone (I). He said the building is 50 feet by 50 feet. He said he does boat restorations, motorcycle inspections for the state of Mass., and upholstery and covering for boats. He said he would like to become a Federal Firearms Licensed (FFL) Dealer. He has constructed inside the building. Mrs. Terry said that the Board is only interested in whatever businesses are being conducted on the premise and are allowed in that zone. She asked if he was changing the outside of the building. He said he is not. Mr. Sutton said there are plenty of parking spaces on the site. Mr. Green says he needs a statement from the Planning Board to show that the business is an allowed use on his site. Mrs. Terry said the Board will send a memo to the Building Inspector stating the Planning Board has reviewed 10 Industrial Road and the use is allowed in that zone. She reminded Mr. Greene to see the Building Inspector about changes to the sign.

Marijuana Moratorium
Public Hearing
 
A MOTION was made by Mr. Sutton and seconded by Mr. Phelps to continue the Public Hearing to March 21, 2017 at 715 pm The motion passed unanimously.
A MOTION made to by Mr. Phelps and seconded by Mr. Sutton to approve the warrant article for the Marijuana Moratorium and to send it on the SelectBoard for review for the Town Warrant. The motion passed unimously.

Marijuana Sub Committee
Selection
 
Mrs. Terry said so far the following have volunteered to be on the subcommittee. from the  Public Safety, David Ricardi, the Board of Health Dr, Jerome Azia, Southwick Citizens and Donnie McGrath and Ryan Pease. She said the subcommittee needs a member from the SelectBoard and two members from Planning Board. She said the committee should consist of an uneven number so we do need two members from the Planning Board. The Board will hold off selecting Planning Board representatives until after Town elections. The State is nowhere near completing the regulations so there is plenty of time.

The Board revised the meeting Schedule for March and April.

Common Driveway Moratorium
Discussions
 
The Board decided to call for a Public Hearing to withdraw the Common Driveway Moratorium since it is outdated and a Common Driveway bylaw has been written. The purpose is to remove the Common Driveway Moratorium from the zoning bylaws.

A MOTION was made by Mr. Phelps and seconded by Mr. Sutton accept the minutes of February 21, 2017 as presented. The motion passed unanimously.

 

Being no further business to be brought before the Board, A MOTION was made by Mr. Sutton, SECONDED by Mr. Phelps to adjourn at 8:05 pm  Vote was unanimous.
