Park and Recreation Meeting Minutes
September 21, 2011
6:30 pm

The scheduled September 21, 2011 meeting was opened by Commissioner Kelly Magni at 6:30 pm. The next scheduled Park and Rec. meeting will be on October 11, 2011 at 6:30 pm.

Bills were reviewed and the bills approved were signed for payment. September 6, 2011 minutes were approved and signed by commissioners.

6:45 pm - Rails to Trails

Benches
Tracy Cesan contacted a few of the interested parties to see if they would prefer to move their requested bench location to an already existing bench location. This process is going well. Tracy Cesan is now in the process of getting a company to make the plaques at a reasonable cost. Once this is complete the Park and Rec. is hoping to get the first four erected benches donated.

Rails to Trails Dedication
The plans are final and the event is ready to go.

Rails to Trails Tunnel Dedication
The Event is being coordinated by Sue Pac with some minor assistance by Tracy Cesan. The event is scheduled to take place at the Rails to Trails tunnel on September 24, 2011 @ 1:00pm. All the Commissioners will try to attend. Kelly Magni, Sue Grabowski, Li-Ling Waller and Tracy Cesan have confirmed their attendance.  

Parking
Kelly Magni has started to look into additional parking ideas for the Rails to Trails. As the idea develops he will put together a comprehensive proposal for the other Park and Rec, Commissioners to review.  

Common Wealth Department of Public Safety
A letter was sent to the Chair of the Board of Selectmen from the Common Wealth Department of Public Safety dated September 9, 2011. The letter was a notice to the Town of Southwick that there may be a violation of the CMR 521 Rules and Regulations in regards to the Coke a Cola Kiosk on the Rails to Trails. The letter was forwarded to the Park and Rec. Commission for review. Dan Call visited the site, reviewed his past notes and wrote a letter on behalf of the Selectmen stating that the issue had been resolved a year ago and that the situation lends itself to weather and the environment and therefore will be monitored yearly.

7:45 pm - Mommy and Me Program
The grant that was originally accepted both by the Park and Rec. Commission as well as the Selectmen had to be re-voted on with some revisions in the acceptance. A motion was made by Dan Call and seconded by Michelle Ackerman to accept the Westfield Head Start grant. The purpose of the funds would be to buy supplies for the group, reimburse the coordinator for gas and support programs and events scheduled for the program. A vote was taken in favor of accepting the Westfield Head start grant in the amount of $2,000.00 for the purpose of funding the purchase of supplies for the group, reimbursements to the coordinator for gas and vehicle use as well as to support programs and events scheduled for the program (3) in favor (1) abstained (1) absent. Tracy Cesan will write a letter to the Selectmen letting them know that the Park and Rec. Commission voted in favor of accepting this grant and asking for their acceptance as well.

Scheduled for October 22, 2011

Scheduled for November 14, 2011

8:10 pm - Beach Statements
Tracy Cesan shared a report of the annual Beach Statement.. Tracy Cesan also supplied the Commission with a three year look back of the finances of the last three years. A copy is attached to the minutes in the Park and Rec. office for Public review.

8:15 pm - New Business

Electric at Prifti Park
Dick Grannels notified Tracy Cesan by e-mail that there appeared to be some electrical work needed at Prifiti Park. Tracy Cesan notified the Park and Rec. Commission. The Commission asked Tracy Cesan to contact some electricians and get some quotes on the work. Tracy Cesan contacted three electricians. The work will be completed in the upcoming weeks.

8:30 pm - Meeting called to a close
Dan Call motioned to adjourn the meeting; Sue Grabowski seconded the motion. All commissioners voted in favor to close the meeting. The meeting was called to a close.
