Park and Recreation Meeting Minutes

The scheduled April 26, 2011 meeting was opened by Commissioner Kelly Magni at 6:30 pm. The next scheduled Park and Rec. meeting will be on May 16, 2011 at 6:30 pm.
6:30 PM Bills
Bills were reviewed and the bills approved were signed for payment. April 12, 2011 minutes were approved and signed.
6:40 PM Dan Call
- Porta Potty Rails to Trails
Dan Call informed the Commission that Ricks Porta-Potty placed the Porta-Potty that the Park and Rec. purchased on the Miller St. Location.
- Trash Pickup Rails to Trails
Dan Call informed the Park and Rec. Commission that the seasonal trash pickup started. It will be done on a bi-weekly basis for now.
- ETL Working on Phase II Punch List/ Rails to Trails
Dan Call informed the Park and Rec, Commission that he has visited the Rails to Trails and has seen some punch list work being completed by ETL.
- Clean Up Day Rails to Trails
Rails to Trails Clean up day is scheduled for April 30, 2011. The Friends of the Trails are organizing the event. Dan Call has been in touch with the coordinators and everything
seems to be on schedule.
- Rails to Trails Count Week
There is an official Rails to Trails count going on May 10th, May 14th and May17th. Dan Call is looking for volunteers to participate in the count. Tracy Cesan and Michelle Ackerman said they would try to take some hours on Tuesday May 10th.
- Park Benches and Water Fountain/Rails to Trails
The Park benches and the water fountain have not been erected as of yet. The benches will start being put in place once the Rails to Trails Phase II is turned over to the Park and Rec. The DPW is currently in the planning stages of erecting the water fountain.
7:00 PM - Nicole Davis/Old Town Beach
Nicole Davis came to the Commission to present the “Old Town Beach Restoration Report” that she completed by creating and executing surveys, compiling data and formulated all the results into spread sheets. The presentation was impressive. The data collected and explained in the report was so informative the Park and Rec. Commissioners plan on using this data to help them move forward in deciding how to use this property to best suit Southwick citizens. Two possible uses she examined were a dog park and or a family picnic area. The Commissioners will discuss this in further detail.
7:30 PM Rails to Trails
- Rails to Trails Job Description
Tracy Cesan created a rough draft of the Rails to Trails employees’ job description. The Commissioners reviewed the rough draft and made changes. Tracy Cesan will submit this description to the attorney for review and then to the selectmen for final approval.
- Rails to Trails Benches
As the Phase II transition from the State and DPW to the Park and Rec. approaches Tracy Cesan would like to start planning out the benches, of which there are many buyers for. Tracy Cesan would like to take one of the benches on Phase I and place a stone into the cement and see how it looks before they move forward in ordering the stones for the individuals who are purchasing the benches. The Commission agreed. Tracy Cesan and Kelly Magni will work on that project together in the coming weeks.
8:00 PM Fireworks Display
There are two proposals that were submitted by firework companies for the 2011 fireworks display; Atlas and Pyrotecnico. The proposals were reviewed and questions were asked and answered. The Commission would like the entire board present when the issue is formally voted on. Li-Ling Waller and Dan Call (who dismissed himself early from the meeting) were not present. The Commission decided to table the discussion and thus the voting to the next meeting scheduled for May 10, 2011.
8:15 PM New Business
- Budget Update
Per Kelly Magni’s request Tracy Cesan included a copy, in the agenda packet, of the last budget sheet distributed by accounting for Park and Rec. Tracy Cesan asked the board to review the statement and bring it back with them for the next scheduled meeting for discussion.
- Board of Health Application
Tracy Cesan and Michelle Ackerman reviewed the Board of Health applications for the town beach. They will be submitted April 27, 2011.
8:30 PM Meeting called to a close
Michelle Ackerman motioned to adjourn the meeting; Sue Grabowski seconded the motion. All commissioners voted in favor to close the meeting. The meeting was called to a close.
