The scheduled January 17, 2012 meeting was opened by Commissioner Kelly Magni at 6:30 pm. The next scheduled Park and Rec. meeting will be on February1, 2012 at 6:30 pm.
Bills were reviewed and the bills approved were signed for payment. Minutes were reviewed and approved for submission.
6:35 pm - John Westcott, Maintenance Supervisor/Town Beach
Mr. Westcott attended the Park and Rec. meeting to inform the Park and Rec. Commission on the status of the ADA upgrades at the Southwick Town Beach. A Report that he submitted to the Department of Public Safety and a response back regarding the submitted report are attached to these minutes for public review. The report can be obtained by submitting a request to the Park and Rec. office. The general description as to what has been accomplished thus far and what will be completed before the opening of the Southwick Town Beach July 1, 2012 are as follows: Over all John stated there is about 1 week’s worth of work left in the spring, not including the installation of the hand rails parallel to the sidewalks. The side rails, on at least one side of the sidewalk should be in by opening day. The other side of the sidewalk will not have
rails until the town appropriates the funds. The kitchen is done minus a floor repair from flooding, the ceiling in the kitchen is in, plumbing for the men’s room has been upgraded, the plumbing is ready for the new water fountain (which will be ADA complaint), and the plumbing for the new outdoor shower is completed and ready to go. There was more vandalism over the course of the fall, but John is addressing that with the finance committee. All the sidewalks are in and the rough grade will be completed by opening day; John is not sure the final grade will be completed. The Play house that is erected at the north side of the beach needs to come down because it is not handicap assessable. John reminded the Commission that it is the Commissions’ responsibility to purchase the outdoor shower and the first of the two required ADA wheel chairs. The Fence securing the beach was damaged in the October 2011 storm. John has made arrangements that he and his staff will straighten
the steel poles and Security Fence, Inc will be fixing the fence.
John Westcott also took this opportunity to explain to the Park and Rec. Commission that special ADA approved mulch needs to be purchased for the grounds at Prifiti Park.
6:50 pm - Jeff Neece, DPW Director/Clean up from the Storm Rails to Trails & Town Beach
Mr. Neece came to explain the process the town has decided to take, with the Park and Recreational Commission’s approval, in cleaning up the Rails to Trails and the Southwick Town Beach from the damage that resulted from the October 2011 storm. Mr. Neece shared a rough draft of a “Request for Bids by the Southwick Department of Public Works”; this report outlined the work that needed to be done. Mr. Neece explained to the Commission the process that needed to be followed in order for FEMA to consider this a reimbursable clean up. The project was reviewed, the steps moving forward were reviewed and it was agreed that Mr. Neece would keep the Park and Rec. informed on the project.
7:10 pm - Rails to Trails
- Trash Pick up
Dan Call wanted everyone to know that he has been picking up the trash for the winter. That the Trash has been full and he is hiring back a trash service for early spring.
- Benches
Tracy Cesan informed the Commission that all three erected benches were sold. That the paper work will be going out to those individuals and progress is being made. Kelly Magni discussed the Commission being responsible for putting in the cement for the additional benches themselves. The quotes received for the installation, from independent companies, is extremely high.
7:30 pm - 2013 Fiscal Budget Park and Rec. Department
Tracy Cesan went over the 2013 Park and Rec. Fiscal budget with the Commission. One minor change was made and the submitted budget was approved.
8:00 pm - Meeting called to a close
Li-Ling Waller motioned to adjourn the meeting; Dan Call seconded the motion. All commissioners voted in favor to close the meeting. The meeting was called to a close.
