The Chairman, Mr. Pinell, opened the scheduled meeting of the Board of Selectmen at 4:00 p.m.
Public Comments:
Jim Middleton inquired about STRSD schedule.
Appointment: 4:10 p.m. Dog Hearing:
Continued to November 14, 2011 the time will be determined.
Bills, Mail and Correspondences:
A MOTION was made by Mr. Fox, seconded by Mr. Pinell (Vote-Unanimous) to sign the following:
- The Selectmen authorized Chairman Arnold to sign MOU for MGL Ch 41, Section J & MGL Ch 48, Section 59A for MEMA.
- The Board of Selectmen will draft a letter to the American Inn thanking them for the donation of sandwiches to Police, EOC and departments.
- Dan Call to represent the Board of Selectmen at Farmington Valley Trail Council at the November 18, 2011 meeting.
- The Board held off on the Planning Board zoning change Ch.185 Section 28 until the November 7, 2011 meeting.
- A modification of bid for materials for DPW for FY 2012 from Lane Construction to John S. Lane.
Public Hearing: 4:30 p.m. Ed Holcomb Road:
Two Western Mass Electric poles for load growth and voltage upgrade for 179 and 330 feet from Klaus Anderson Road. Lay and maintain underground cables for connections for distribution purposes. 23,000 volts upgrade for Town for enhance customer service and public safety communication devices. There were no objections from DPW or any one in the attendance. The hearing was closed at 4:40 p.m. by Chairman Arnold. A MOTION was made by Mr. Fox, seconded by Mr. Pinell (Vote-Unanimous) to grant the request.
- Jim Middleton did a presentation on the town web page Query Manager option for Town Boards, Departments, and Citizens. The Board of Selectmen voted to allow the Query Manager to be made active and placed on the town web page.
- Jeff Neece brought the Board of Selectmen up to speed on Ch. 90 spending for Nicholson Hill Road and Feeding Hills Road. Nicholson Hill Road projected $70-80 k overage.
- The Board of Selectmen want DPW, Karl and Linda to address funds to do Feeding Hills Road and accommodate Nicholson Hill Road overage with new $77k state funds to be voted at next Special Town Meeting.
Agricultural Committee interview 5:20 p.m.:
Jocelyn Linnekin gave a background of herself service-minded volunteer. She likes what the Committee does. The Board of Selectmen voted to appoint her to the Agricultural Committee. A MOTION was made by Mr. Fox, seconded by Mr. Pinell (Vote-Unanimous) to appoint her to the Agricultural Committee.
- The Board of Selectmen approved the local aid insert that was sent out with the real estate tax bills.
- The Board of Selectmen authorized Chairman Arnold to sign the EMS plan for ambulance service.
- Chairman Arnold signed the CDBG Town Owner Agreement for 16 Granville Road energy building code repairs.

A MOTION was made by Mr. Fox, seconded by Mr. Pinell (Vote-Unanimous) to adjourn the meeting at 6:20 p.m.
