The scheduled meeting of the Board of Selectmen was called to order at 3:30 p.m. by Chairman Mr. Arnold.

Scott Ricker – Lakeshore Drive
RE:  Summer House

Mr. Ricker came to the meeting to discuss enforcing the Building Code at the Summer House.  He stated that there should be a serving window made for handicap accessibility and that the Building Inspector disagreed and is not addressing the issue.

RE:  Rail to Trail Phase II
The Board recognized DPW Director Mr. Neece.  He gave an update on his recent meeting with Mass Highway Department regarding Rail to Trail Phase II.  Westfield G & E is installing a gas line in the corridor of the project and according
to the construction schedule it is conflicting with the construction activity for the Rails to Trails (the gas line should take approximately 3 months).  The Board has determined the underground utilities issue must be completed beforehand.  The State MHD would not allow pavement cuts in any road/rail to trail project for 5  years after construction.   Mr. Neece suggested that the Rail/Trail Phase II Project be postponed for a couple of years.  No monies would be lost regarding funding from the State and Westfield G & E would be willing to share any increased cost of the redesign if there is any.  
•       Loretta Yargeau inquired as to any extra charges.
•       Ruth Preston asked the reason for the gasline.
•       Barbara MacEwan asked if the money for the Project was assured.
•       Cal Chunglo asked what permits if any were needed for the project.
Jeff McCoullough and Mr. Neece answered the questions regarding the postponement of the Project.  A letter will be drafted to Mr. Al Stegemann, District 2 Director of Mass Highway in the regard (See Attachment “A”).  Susan Pac submitted a letter to the Board with concerns regarding the Rails to Trails Project. (See Attachment “B”)
A MOTION was made by Mr. Cataldo, seconded by Mr. Pinell (Vote – Unanimous) to postpone the Southwick Rail to Trail Project Phase II and send a letter to Mass Highway stating such.

BILLS, MAIL AND CORRESPONDENCES:

•       A MOTION was made by Mr. Cataldo, seconded by Mr. Pinell (Vote-Unanimous) to approve the sale of a surplus vehicle, a 1993 Ford Crown Victoria, VIN #2FACP71WOPX135937, which no one made a bid on, to Mr. Stanley Baker for the sum of $350.00.  The CAO will execute all paperwork.

•       A MOTION was made by Mr. Cataldo, seconded by Mr. Pinell (Vote-Unanimous) to accept the resignation of the Secretary of Inspectional Services, Lisa Anderson, and post the position.

•       Being no further business to be brought before the Board, the meeting was adjourned at 4:25 p.m.
