MINUTES
SEWER IMPLEMENTATION COMMITTEE
June 8, 2010

OPENING: The special meeting of the Sewer Implementation Committee opened at 7:00 p.m. The following members were in attendance:
Nicholas Daniele, Chairman
J. Pat Ayotte, Vice Chairman
Jerry Patria
Freda Brown

MINUTES

Mr. Patria made a motion to accept the minutes of 5/11/10.  Ms. Brown seconded the motion and the vote of the Committee was unanimous in favor.

DISCUSSION
The SIC received a breakdown of the estimated $19,500,000 project cost for Phase II.  The locations listed have been discussed, but as of this date, there is no official design for the project.  Mr. Michalski, Tight & Bond indicated that funds for the Rural Development application may come from available ARRA money.  The costs include the Westfield parallel interceptor now estimated at 2.7 million, the North Pond area estimated at 4.1 million, Powdermill Road at 4.6 million, Congamond Road at 3.1 million, Gargon Drive 2.2 million, Middle Pond 248.000.00, College Highway 1.2 million, Hudson Drive at 1.3 million and Lakewood Apartments at 518,000.00.  
Mr. Michalski indicated that the project may be broken down into 2 million dollar increments, but would then take an estimated 10 years to complete, which would more than likely also increase the cost due to inflation.
The SIC members were under the impression that the availability of the funding was imminent.  However, in an emailed discussion, Mr. Steinhart stated that “I am concerned about rushing this”.   The SIC is now concerned that the parallel interceptor construction may be in jeopardy because of the lack of funding.

Mr. Ayotte made a motion to order briefcases for the SIC members as a mobile file for their records.  Mr. Patria seconded the motion and the vote of the Committee was unanimous in favor.  The SIC members have not used any of their fiscal budget for supplies for the past two or three years.
