SEWER IMPLEMENTATION COMMITTEE
April 27, 2010
OPENING: The special meeting of the Sewer Implementation Committee opened at 7:00 p.m. The following members were in attendance:

J. Pat Ayotte, Vice Chairman
Jerry Patria
Freda Brown
Brian Pranka
Jeff Neece, DPW Director, was also in attendance.
MINUTES
Mr. Patria made a motion to accept the minutes of 4/13/10. Mr. Pranka seconded the motion and the vote of the Committee was unanimous in favor.
DISCUSSION
Mr. Ayotte made a motion to adjourn the meeting at 8:00 p.m. Mr. Pranka seconded the motion and the vote of the Committee was unanimous in favor.
Mr. Neece attended the meeting to discuss the long awaited new of possible funding of the next phase of the public sewer system. The RD has forwarded the funding recommendation to Washington, who has the final word on grant/loan funding. It is expected to be a two to three week wait for an answer from Washington. The funding is from stimulus money and is a one time opportunity. If the funding is approved, the RD will generate a commitment letter for Southwick. The commitment letter ensures that Southwick will receive the available funding, but the Town will not be committed to accepting the funding until all required procedures, inclusive of a Town vote, have been met. The SIC will plan another informational public meeting once the funding becomes officially available. All final design decisions
relative to the actual location of the extension will need to be made once the funding becomes available. The actual funding will be a set amount. The design may need to be limited so as not to exceed the grant/loan funding.
Mr. Neece also cautioned the SIC members that the current sewer rate may need to change. The DPW Department will need more resources to care for the expanded pipe. The rate may need to increase sufficiently to balance the current deficit by a blending of the rates from the initial phase and an increased rate in the second phase.
