MINUTES
SEWER IMPLEMENTATION COMMITTEE
May 27, 2008

OPENING: The special meeting of the Sewer Implementation Committee opened at 7:00 p.m. The following members were in attendance:
Nicholas Daniele, Chairman
J. Pat Ayotte, Vice Chairman
Freda Brown
Brian Pranka

Mr. Ron Michalski, Tighe & Bond, was also in attendance.

MINUTES

Mr. Pranka made a motion to accept the minutes of 05/06/08.  Ms. Brown seconded the motion and the vote of the Committee was unanimous in favor.

ATTENDANCE

1.      Ms. Margaret Barone, realtor representing 17 Frenwood Avenue, attended the meeting to discuss a public sewer connection to the property.  The property is not currently being assessed a betterment, thus it has not frontage on the sewer line.  Mr. Pranka related the Title 5 inspection failure was due to structural issues as a result of aging, not surfacing.  The property has a limited area for installing a new septic system.  At this time, the Fernwood area in a potential target for the next phase of public sewer installations, however, the time period may be an issue.  The Committee members suggested that Ms. Barone contact the Board of Health for a recommendation on how to conduct a repair without incurring a large expense.


DISCUSSION

1.      Mr. Michalski questioned the actual location of the piping installed from Meadow Street to the Westfield treatment plant.  The DPW Department is questioning if the actual pipe was installed.  Mr. Daniele did confirm the location of the piping.

2.      Mr. Michalski presented a hand out that will be reviewed at the meeting with Mr. Steinhart and Board of Selectmen members on May 28th at 9:00 am.  The Committee requested minor changes to the format, and discussed the elimination of the Hudson Drive area, which is approximately one mile of pipe that may be diverted to another proposed area.  The Committee members agreed that the proposed sewer extension needs to support the existing residential community rather than prepare for possible future commercial development.

3.       Mr. Michalski did estimate the cost for 2010 to 2012 pricing.  The actual distance for the proposed areas is under the ten (10) mile maximum.  In the event the extension exceeds the ten miles, a costly and time consuming environmental impact study will be mandated.

4.      The members of the Committee will attend a Board of Selectmen's meeting on June 9th at 7:30 p.m.  At the conclusion of that meeting, they will adjourn to conduct their re-scheduled meeting of June 10th.

As there was no further business to discuss, Mr. Ayotte made a motion to adjourn the meeting at 8:00 p.m.  Mr. Pranka seconded the motion and the vote of the Committee was unanimous in favor.
