SEWER IMPLEMENTATION COMMITTEE
May 06, 2008
OPENING: The special meeting of the Sewer Implementation Committee opened at 7:00 p.m. The following members were in attendance:
Nicholas Daniele, Chairman
J. Pat Ayotte, Vice Chairman
Jerry Patria
Brian Pranka
Mr. Ron Michalski, Tighe & Bond, was also in attendance.
MINUTES
Mr. Pranka made a motion to accept the minutes of 04/22/08. Mr. Patria seconded the motion and the vote of the Committee was unanimous in favor.
DISCUSSION
1. The Committee members agreed on the revised areas for Phase II as presented by Mr. Michalski. A meeting will be scheduled with the Board of Selectmen to explain the reasoning behind the areas selected, and to discuss the next step. It was agreed that at least two public meetings need to be held prior to a Town Meeting. Mr. Michalski suggested that the Committee members now concentrate on 1) work on private property vs. individuals constructing their own connections 2) presenting the proposal at a Town Meeting 3) public meetings in July - August and September 4) having the parallel interceptor as a stand alone project and 5) funding sources. Mr. Michalski estimated the cost at 2010 pricing of approximately $12,000.00 per EDU without work on private property, and $15,000.00 with the
private property connections being contracted by the Town. The EDU's assessed for the schools will be paid through residents tax bills.
2. The Committee members discussed the proposed elderly housing complex on the Phelps property. A letter will be issued to the Board of Selectmen suggesting that each unit construction be charged .75 of an EDU. The evaluation was determines on the similarities of the connection and assessment requirements for Southview Estates.
As there was no further business to discuss, Mr. Ayotte made a motion to adjourn the meeting at 8:40 p.m. Mr. Pranka seconded the motion and the vote of the Committee was unanimous in favor.
