MINUTES
SEWER IMPLEMENTATION COMMITTEE
April 01, 2008

OPENING: The special meeting of the Sewer Implementation Committee opened at 7:00 p.m. The following members were in attendance:
Nicholas Daniele, Chairman
J. Pat Ayotte, Vice Chairman
Jerry Patria
Freda Brown
Brian Pranka


Mr. Jeff Neece, DPW Director, Mr. Richard Grannells and Mr. Ron Michalski, Tighe & Bond, were also in attendance.

MINUTES

1.      Mr. Ayotte made a motion to accept the minutes of 3/25/08.  Mr. Patria seconded the motion and the vote of the Committee was unanimous in favor.

DISCUSSION

The members of the Sewer Implementation Committee posted this special meeting to meet with Mr. Michalski to discuss the continuation of the public sewer system.  Mr. Michalski presented a map, originally from February 2005, of possible site locations for the sewer expansion.  The Committee members reviewed each area in detail relative to the engineering and construction requirements focusing on:

·       Will the area need a pump station
·       Is the location in need of public sewers due to poor soils
·       Could a public sewer be beneficial to encouraging businesses
·       Does a specific area have several septic system failures
·       Population density
·       Cost effectiveness
·       Balancing construction costs to EDU assessments

Areas for consideration include:
·       Congamond Road (the road will have a dry sewer line installed)
·       North Pond (locations that were not sewered in phase I)
·       Rt 57 (to Hudson Drive - Gargon Terrace and possibly beyond)
·       College Highway to Tannery Road
·       Lakewood Village

The Committee will now work on gathering information from other Boards and Committee for their recommendation.  Mr. Michalski will review the preliminary priority listing to determine the length of pipe and estimated flows.  Any new connections will need to have a daily flow of less than the 500,000 gallons purchased from the treatment plant in Westfield.  The Committee members will also need to research available funding to keep the EDU cost affordable for residents and businesses.

Mr. Michalski also noted that a main sewer line extending a distance of over 10 miles will require an in-depth impact report, which is not only costly, but could delay the implementation of the project.  The Committee will also need to determine if the Town should just install the main pipe through the roadways, or contract the individual connections as they did in Phase I.


As there was no further business to discuss, Mr. Patria made a motion to adjourn the meeting at 9:15 p.m.  Mr. Pranka seconded the motion and the vote of the Committee was unanimous in favor.
