SEWER IMPLEMENTATION COMMITTEE
March 11, 2008
OPENING: The regular scheduled meeting of the Sewer Implementation Committee opened at 7:00 p.m. The following members were in attendance:

Mr. Richard Grannells, DPW Department, was also in attendance.
MINUTES
1. Mr. Pranka made a motion to accept the minutes of 02/12/08. Mr. Patria seconded the motion and the vote of the Committee was unanimous in favor.
DISCUSSION
1. The Committee agreed to meet with the members of the Board of Health to discuss the need of a continuation of the public sewer system, and the areas within the Town that have septic system failures and would benefit the most from an extension. An appointment will be made for the March 20th Board of Health meeting.
2. Mr. Ayotte had a copy of a revised map showing the wellhead protection district. The regulations in the district prohibit multi-family dwellings. The proposed elderly complex on Depot Street is just outside of the protected area.
3. The Committee received a copy of the notice to proceed with the Westfield parallel Interceptor to Tighe & Bond from the Board of Selectmen dated March 12, 2008. The amount of $35,000.00 was authorized, pending the acceptance of a vote at the Special Town Meeting. The Board of Selectmen acting as Sewer Commissioners, signed a contract to Tighe & Bond in the amount of $68,000.00 for “design engineering services – Westfield parallel interceptor sewer” on February 25th, 2008. Survey/base plan, geotechnical work. Conceptual design, and final design are some of the services noted in the contract. There is also an amount of $52,000.00 for easements, permitting loan application follow up and miscellaneous. The Committee members will need to focus on
locations that have the most need for public sewers. Mr. Grannells did present information on a public hearing to be held March 25th concerning the Rt 168 reconstruction project, which will include dry sewer lines from Miller Road to College Highway in anticipation of the sewer extension. Though there is no definite time line, the estimated start date will be in approximately two years. Once the plans are completed, the Town can apply for funding from the SRF (State Revolving Fun) and/or USDA for the actual construction. Mr. Stinehart did inform Mr. Ayotte that the City of Westfield will own the installed interceptor line and will be able to connect residents/businesses within the City.
4. The Committee members discussed the upcoming Special Town Meeting on March 15th. Article 2 requests a transfer of funds from the Water and Sewer Funds for a total amount of $485,000.00 - $25,000.00 of which was noted as Phase II Sewer Study.
5. The Committee members also discussed Town connections in Phase II vs. individual connections. It was a consensus of the committee members that allowing individuals to do their own connections adhering to the regulations and contracting only individual that are approved by the Town should be allowed. Mr. Grannells was of the opinion that the Town should construct all the connections for uniformity.
6. The Committee will work with Tighe & Bond to compose information for a public meeting after the vote at the Special Town Meeting.
As there was no further business to discuss, Mr. Patria made a motion to adjourn the meeting at 8:15 p.m. Mr. Pranka seconded the motion and the vote of the Committee was unanimous in favor.
