Minutes of meeting held April 24, 2008, 7:00 P.M. at Town Hall College Highway, Southwick, MA, with attendance as follows:

Scotty made a motion to accept the minutes from the 4/10/08 meeting.  Norm seconded the motion all were in favor to accept the minutes as written.
Our guest this evening was Elaine Defacie of 4022 Mountain Rd. West Suffield, CT.
S-319 – Nothing new to report.
Ramp Reconstruction – The Access Board plans to come out on Tuesday to talk about the reconstruction project as well as the trail that will go out to Great Brook.  The trail is a Scout Project.
Lake Clean-Up Day – CRC is considering changing how they have handled this day in the past.  They would like to know what we need done at the North Ramp.  We suggested to focus on the area around the flagpole and the planter at the Visitor’s Center.
Wednesday a boater and his son arrived at the North Ramp with a paper stating we only charged Sat., Sun., and Holidays.  We all have a copy of that paper.  He refused to pay the ramp attendant.  The ramp attendant then phoned Sue Hepburn.  Sue told the attendant not to argue with the boater but to just call the police if he continued to refuse to pay.  Sgt. Bishop was phoned and arrived at the ramp.  The boater told the Sgt. that he found his information on the computer and printed off the information.  In fairness Sgt. Bishop let the boater go for free w/the understanding that if he (Sgt. Bishop) could not find the same or similar information himself he would come back and put a delinquent notice on the boater’s vehicle.  The boater would then have to pay the fee on his way out.  The boater agreed.  Sgt. Bishop could not find where this boater found his information.  He went back to North Ramp and left the boater a delinquent notice, which the boater paid.  The Sgt. also left him note, which we all have a copy of.  Dick recognized the paper the boater brought with him as the back of one our old maps from 10+ years ago.  Dick commented to us “Do you think if I brought in a gas ad for $0.19 per gallon from 50 years ago they would honor it today?”  
Buoys – Dick, Ray, Steve, and Tim Thoren put the buoys in.  They were unable to finish because the high winds made it too dangerous to continue working.
Our guest, Elaine Defocie, would like to know how to get another buoy placed on Middle Pond.  She is concerned about safety issues in front of her property.  She is concerned about her own property but she is also worried about the safety of others.  A few years back on the night of a CRC boat parade someone ran over her pontoon boat and took off a corner of it.  Luckily no one was on it at the time.  She has seen countless boaters, jet-skiers, and water-skiers go flying by in only 4 – 5 feet of water less than 75 feet off shore.  She is hoping we have some suggestions for her.  We told her how the Coast Guard told us we had too many buoys and provided us with a map to position all of our buoys and cut back on our quantity.  We are very hesitant to add more, but Dick told her that he would look over her situation and we would all give it some thought.
Our guest Elaine also wanted to know whom she should call when there are problems out on the lake.  She had a problem the night before and she wasn’t sure whom to call.  There was a boater out on the lake running around with no lights on in pitch dark.  We told her to call the Southwick Police.
Scotty checked the level control structure.  He said it is a mess down there.  There is a raft among other debris.  It was mentioned that this would be a good project for Lake Clean-up Day.  There is also some side erosion from RV’s that needs to be addressed.       
Norm made a motion to adjourn.  Tom seconded.  All in favor.
Our next meeting will be held on May 8, 2008.
