Southwick LEPC Meeting Minutes for May 22, 2008
LEPC Chairman Karl Stinehart opened the meeting at 0910.

I. Acceptance of April 24, 2008 Meeting Minutes.

Chairman Karl Stinehart entertained a motion for acceptance of the April 24, 2008 meeting minutes as presented with a motion made by Art Boissonnault and seconded by Dennis Clark with all voting in favor.

II. New Business: Tabletop Exercise

Bruce Augusti of MEMA Region III acting as Coordinator / Facilitator presented a scenario testing the INTEGRATED HAZARDOUS MATERIAL RESPONSE PLAN involving a special needs facility, the Regional High School with a terrorist / hostage incident. There was an initial Police response with mutual aid assistance, Fire, EMS also responding with all operating under a Unified Command with EOC activation. Traffic and crowd control, addressing the media and Public Information capabilities were tested as were evacuation and sheltering operations during a major incident. Group discussions and response from each department represented were part of all aspects of the exercise covering initial intelligence sharing, response, and recovery to having the community restored to normalcy. The tabletop exercise lasted approximately one hour and then another hour for key issues discussion and an after action critique.           
III. Other Business:

Dennis Clark, Conservation Coordinator, explained the procedure in place for chemical treatment of the Congamond Lakes and the lake closing dates after Memorial Day weekend. Fire Chief Don Morris and Health Officer Tom FitzGerald explained the annual Town residential Haz-Mat chemical collection to be held Saturday at the rear of the Town Offices on from 0830 to 1230 hours. Transportation Supervisor Ray Snow explained of having a company pick up used antifreeze for recycling. DPW Director Jeff Neece mentioned of Westfield Gas & Electric installing the natural gas line under the Rails for Trails. EMA Director Charles Dunlap explained the two LEPC members and five Emergency Management personnel attended the NWS SKYWARN severe weather training certification class. Also he presented an amended Tier 2 and chemical use attachment to the Town Clerk business certification form to aid the Fire Department and EPA data for response planning.   

IV. Adjournment:

Chairman Stinehart entertained a motion for meeting adjournment with a motion made by Don Morris and seconded by Dennis Clark with all voting unanimously to adjourn. Chairman Stinehart stated the next LEPC Meeting would be at 0930 hours June 26, 2008 in the EOC. Meeting adjourned at 1145 hours.
