Southwick LEPC Meeting Minutes for 24 April 2008
LEPC Chairman Karl Stinehart opened the meeting at 0935.
I. Acceptance of March 27, 2008 Meeting Minutes.
Chairman Karl Stinehart entertained a motion for acceptance of the January 24, 2008 meeting minutes as presented with a motion made by Dave Ricardi and seconded by Paul Petit with all voting in favor.
II. New Business:
Acting Assistant Fire Chief Duane Nichols HazMat Team unavailable and power point presentation rescheduled for June LEPC meeting.
Scenario discussion for future TableTop exercise commenced.
EMA Director Dunlap suggested a HazMat vehicle accident nearby the Baptist Church-School on College Highway. An indepth discussion regarding language interpretation and acceptance with public safety government authority resulting in other scenario suggestions. It was accepted that Bruce Augusti of M.E.M.A. would present an undisclosed HazMat table-top for the May meeting..
A. Two Standing Subcommittees, Risk Reduction and Community Out Reach.
Both subcommittees met at 0900 this day prior to the LEPC meeting. The members reviewed the attached Subcommittee list. Mr. Petit and Director Dunlap discussed last year's Committee's activities that were submitted for Full Certification and meeting agenda ideas discussed for risk reduction and outreach education activities.
B. Plan / Develop Agenda for Each Committee for this Coming Year.
Suggestions by Mr. Stinehart of sending fliers home with students, Director Boissonnault of Channel 15 presentations, Director Dunlap addressing chemical storage in the home and garage, and during general discussion:
School Open House presentations, chemical good housekeeping annual presentation, Connect-CTY warning notification, annual household HazMat collection, home storage of gasoline, and medicines were among ideas that were explored.
III. Old Business:
A. Discuss Right To Know Officer Position.
A discussion regarding the legal requirement and duties the position requires was held. It appears that Building and Grounds Maintenance Supervisor John Westcott would be the appropriate department to meet the requirement and is submitted for the vacant position. The Right to Know Officer addresses public sector employees inquiries about chemicals in public facilities through MSDS sheet tracking. It is separate and distinct from the Fire/EMA role under EPA Tier II chemical reporting rules.
B. May Meeting Table-Top Exercise Preplanning.
It is confirmed to hold a HazMat Table-Top exercise during the next May 22nd LEPC meeting in the Land Use Room starting at 9:00 a.m. with Bruce Augusti presenting the scenario and being assisted by MEMA staff.
C. COOP / COG each department update for MEMA required filing.
COOP/COG Coordinator Charles Dunlap explained the present status of each departmental submission and the need to have the plan submitted ASAP as an electronic attachment to be reviewed by SEMA and then forwarded to MEMA and included in an annex to the Town of Southwick CEMP. Accounting, Building Maintenance and Selectmen's plans are still awaiting submission.
IV. Other Business:
Meeting members contributed the following information: Chairman Stinehart reported on the successful initial CONNECT-CTY town wide calling test. CATV-15 Director Boissonnault informed of COMCAST fixing the broadcast problems recently experienced. Fire Chief Morris mentioned the dry spell with today being a Red Flag day and burning season being over the end of April. Paul Petit discussed the recent two day multi hazard school training conference attended by STRSD, Police and Fire personnel. Conservation Committee Coordinator Dennis Clark mentioned that May 3rd Clean Green Day meeting at the Notch SHELL Station. Bruce Augusti let the LEPC members know that the new EMERGENCY RESPONSE DOT manuals will be available at the end of the month with a request given for one hundred needed for Southwick Public Safety
departments and training needs. EMA member Pauline Dunlap discussed younger family members having to interpret for older parents and solving language barrier difficulties. Lt. David Ricardi explained Police Department language procedures and offered to have a Westfield Police Officer speak on language interpretation for a fall LEPC meeting.
IV. Adjournment:
Chairman Stinehart entertained a motion for meeting adjournment with a motion made by Art Boissonnault and seconded by Charles Dunlap with all voting unanimously to adjourn. Chairman Stinehart stated the next LEPC Meeting would be May 22, 2008 at 9:00 a.m. in the 2nd Floor Land Use Room. Meeting adjourned at 10:44 a.m.
