MINUTES   MAY 7, 2007

Business

 

  1. Reviewed and accepted minutes for March 26, 2007.
  2. Reviewed and accepted minutes for April 2, 2007.
  3. Bills: Reimbursement to Barbara for registration and mileage to Preservation Workshop held at Pioneer Valley Planning Commission office - $18.90
  4. MA Historical Commission Survey and Planning Grant: The commission received word that it was selected for an allocation of $15,000 from the MA Historical Commission’s FY07 Survey and Planning Grant Program. The award is contingent on the approval by Town Meeting on May 15 of Community Preservation matching funds of $10,000. A workshop for Project Coordinators will take place on Wednesday May 23 from 10-12 at MHC offices at Columbia Point in Boston.
  5. Report of CPC Meeting: The community Preservation committee met on May 3. The warrant article requesting the $10.000 match from CPC funds for the Survey and Planning Grant was reviewed. Other discussion centered on APR’s and the proposed North Pond Park. A Public informational meeting was held after the regular meeting.
  6. The Historical Commission was informed by the Selectmen that for the third year the Commission’s request for a part-time secretary for 3hrs a week for a yearly cost of $3,000 was denied.
  7. Report of Preservation Workshop held at the Pioneer Valley Planning Commission offices in West Springfield:  Karen and Barbara attended. Topics covered were- Protecting Historic Resources, Evaluating Historic Resources, Identifying Historic Resources, Section 106 and Chapter 254, Local Historic Districts vs. National Register Districts, Preservation Restrictions, Demolition Delay Bylaws, Federal and State Tax Credits for Historic Rehabilitation, Scenic Roads Act, and Preservation Plans for a Community.

8.  Telecom Monopole at the Town Transfer Station: The Commission reviewed the April 6 letter MHC sent to the Planning Board. The Planning Board statements such as “override” and “mismanagement at the local level” misrepresented the Historical Commission. The Commission in its actions was responding to the statements in the MHC communications to EBI Consultants whereby EBI was asked to “Please seek the comments of the Southwick Historical Commission”.  The Historical Commission’s comments were given to EBI with copies submitted to MHC. The Historical Commission is charged with identifying and protecting the historic resources of Southwick.
