BOARD OF HEALTH
January 20 2010
OPENING: The regular scheduled meeting of the Board of Health opened at 7:00 p.m. The following members were in attendance:

Sue Brzoska
Mr. Tom FitzGerald, Health Agent, was also in attendance.
MINUTES
Ms. Brzoska made a motion to accept the minutes of January 7, 2010. Dr. Azia seconded the motion, thus the vote of the Board was unanimous in favor.
ATTENDANCE
Mr. Seth Carne and Mr. Sean Frio attended the meeting to observe proceedings as part of a merit badge to be an Eagle Scout.
MR. FITZGERALD’S REPORT
Mr. FitzGerald was notified of an issue concerning a resident on Feeding Hills Road who had repeated requests for emergency medical assistance. Health Nurse Kate Johnson did assess the situation and noted that the resident does have access to medical service. The Board felt that at this point, their involvement was be completed.
Mr. FitzGerald issued a violation notice to the executor responsible for the rental property at 40 Berkshire Avenue as a result of a mold issue. The tenant called to reported there was no hot water. Mr. FitzGerald was advised that the lack of hot water was due to the tenant not having a supply of oil for the burner. The executor of the property will have seven days to challenge the notice.
Mr. FitzGerald related that the property owner of 54 College Highway was served a notice from the Town on March 5th 2009 concerning the condition of the dwelling. As of this meeting, there has been no progress to repair or demolish the structure. The Board will await the one year time limitation before taking further action on the issue if warranted.
Mr. FitzGerald reported that the repair for the septic system at 32 Ed Holcomb Road had begun, but is not complete as of this meeting. The Housing Court case for the property was continued until January 25th.
Mr. FitzGerald reissued a beaver permit for Will Palmer Road. The first permit was not used because the recipient was unable to use it in the allotted time.
Mr. FitzGerald will attend Housing Court concerning 103B North Lake Avenue on January 25th. There appeared to be a problem with the constable serving the court notice to the property owner. Mr. FitzGerald is still awaiting a notice from the constable declaring that the notice to appear in court was posted at the property location or delivered.
Mr. FitzGerald, Ms. Brzoska and Dr. Azia were in attendance at the H1N1 clinic prior to the meeting at Woodland School. There is a sufficient supply of the vaccine to now offer it to the public at no charge. Mr. FitzGerald will have a voice notice issued on the Town wide messaging system for all interested parties to contact the Board of Health to sign up. It will be on a first come first service basis. The clinic will be held on February 2nd at the Town hall from 4:00 to 6:00 pm.
Mr. FitzGerald received a request for more information concerning 777 College Highway from Christopher Lee, State Investigator. The information should be provided within the ten day time period allotted.
Mr. FitzGerald received the final report concerning the issue at The Cove last summer. The result suggested that cross contamination of the food occurred. However, there is no evidence as to how the event occurred.
Mr. Fitzgerald reported that the Board of Health may be assigned a summer intern. There will be several issues that an intern may participate in including Title 5 topics, food safety, and indoor air quality. If an intern is assigned to the Board of Health, the applicant could work with Mr. FitzGerald and Mrs. Johnson.
The Board of Health received a reply on the indoor air quality test results from John Westcott. Several issues noted in the report are or were already in the process of being rectified.
