BOARD OF HEALTH
June 05, 2008
OPENING: The regular scheduled meeting of the Board of Health opened at 7:00 p.m. The following members were in attendance:

Casimir Tryba
Mr. Tom FitzGerald, Health Agent, was also in attendance.
MINUTES
1. Ms. Brzoska made a motion to accept the minutes of 05/15/08. Dr. Azia seconded the motion, thus the vote of the Board was unanimous in favor.
ATTENDANCE
1. Mr. & Mrs. Recoulle, 292 Granville Road attended the meeting to discuss a problem with smoke from their neighbor's dwelling. Mrs. Recoulle has health issues that require her to keep the window in her bedroom open. The problem began in 2007 with no prior problems throughout the twenty years. The Southwick Fire Department did issue a letter to Mrs. Recoulle dated June 2, 2008 stating that problem may be due to a "possibility burning trash", but test results in the Recoulle dwelling showed smoke in the house was insufficient to detect. Mr. FitzGerald
had previously conducted a site visit at 286 Granville Road and was satisfied that proper material was being burnt. The Building Department also verified that there were no code violations. The Board of Health members do have a responsibility to investigate nuisance reports. The owner of 286 Granville Road will be requested to attend a Board of Health meeting.
MR. FITZGERALD'S REPORT
1. Mr. FitzGerald reported that the complaint from Ms. Fickett, an employee of IBS, was forwarded to DOS/OSHA for appropriate action.
2. Mr. FitzGerald met with DEP concerning the septic system repair at the American Inn. The site is now under DEP control due to a ground water discharge permit requirement required for over 15,000 gallons per day, which is the total of all developed phases of the complex. Mr. FitzGerald explained that there were no options except connecting to a public sewer system or installing a treatment plant.
3. Mr. FitzGerald was notified of a new well installation at 50 Vining Hill Road.
4. Mr. Grannells, DPW Department, reported a large amount of water around the well at 68 Vining Hill Road. Mr. FitzGerald contacted Mr. Pratt who explained that a pump was installed in an existing well. The large amount of water discharge around the well was due to a damaged road drainage pipe, according to Mr. Pratt.
5. Mr. FitzGerald reported that the Household Hazardous Waste day processed 155 cars. The Board of Health made a donation of $200.00 to the Fire Department in appreciation of their assistance, and paid two police officers in attendance for traffic control. Mr. FitzGerald was contacted by the Fire Department who requested an equal compensation as the police officers for their participation. The Board members agreed to review options relative to police and fire personal for next year's collection day.
6. Mr. FitzGerald conducted a pool inspection at Lakewood Village.
7. Mr. FitzGerald issued septic system violation notices relative to failures for:
1) 187 Vining Hill Road
2) 31 Hillside Road
3) 3 Brookview Drive
8. Mr. FitzGerald received another complaint of sewage from a vent pipe near Bella Luna. The cause appeared to be a stuck valve on a urinal, which was repaired. Mr. FitzGerald will issue a letter to Mr. Welch, Peacock Development, stating that the Board will evaluate any future issues and take appropriate action.
9. Mr. FitzGerald received a request from the Board of Selectmen for a food service inspection at Louie B's. Upon arrival, Mr. FitzGerald noted that electrical and plumbing renovations had not been completed then returned after the close of business hours at Town Hall to complete the inspection. Louie B's was able to open once the owner was able to obtain their liquor license from a town employee's residence.
10. Mr. FitzGerald received a complaint of a tick problem at the preschool. Mr. FitzGerald conducted an inspection with Mr. Dennis Clark, and noted that there was no vegetation in the area conducive to supporting a tick population.
11. Mr. FitzGerald was questioned about regulations concerning selling chicks and rabbits at Tractor Supply. A State license is required from MDA.
12. Mr. FitzGerald received a letter from DEP relating that they would take charge of the permitting of the septic system at Wynnfield Condominiums due to the size and complexity of the system. The Board of Health will still be involved with review, soils testing and witnessing the repair.
13. Mr. FitzGerald conducted an inspection of 49 South Loomis Street for junk vehicles. The property owner has not returned Mr. FitzGerald's calls as of this meeting. A certified letter will be issued.
14. Mr. FitzGerald received a complaint from the abutter of 21 Island Pond Road concerning rubbish and debris. The property owner was contacted and cleaning has already begun.
15. Mr. FitzGerald conducted a re-inspection of 106 Summer Street. The dwelling exterior is being cleaning.
16. Mr. FitzGerald conducted housing inspections at 21 North Lake Avenue and 143 North Lake Avenue for trash and debris.
17. Mr. FitzGerald received a complaint for junk at 32 Lakemont Street. Mr. FitzGerald found no basis for the complaint.
18. Mr. FitzGerald received a complaint from the resident of 103A North Lake Avenue concerning debris at 105 North Lake Avenue. Mr. FitzGerald conducted a site visit and found no warrant for the complaint, however, did find that one of the dwellings at 103A North Lake Avenue was is disrepair. Ms. Brzoska made a motion to issue a condemnation notification to the property owner at 103A North Lake Avenue. Mr. Tryba seconded the motion. The vote of the Board was unanimous in favor.
19. Mr. FitzGerald conducted a food service inspection at the Southwick Country Club and Barniem Buckley Farm.
20. Mr. FitzGerald witnessed a percolation test at 144 Granville Road.
21. Mr. FitzGerald signed a Disposal Works Construction Permit for 244 Granville Road, a repair.
22. Mr. FitzGerald conducted the final inspection of the septic system repair at 47 Tannery Road.
