BOARD OF HEALTH
May 01, 2008
OPENING: The regular scheduled meeting of the Board of Health opened at 7:00 p.m. The following members were in attendance:
Dr. Jerome Azia
Sue Brzoska
Casimir Tryba
Mr. Tom FitzGerald, Health Agent, was also in attendance.
MINUTES
1. Ms. Brzoska made a motion to accept the minutes of 04/03/08. Dr. Azia seconded the motion and the vote of the Board was unanimous in favor.
2. Mr. Tryba made a motion to accept the minutes of 04/17/08. Ms. Brzoska seconded the motion and the vote of the Board was unanimous in favor.
MR. FITZGERALD’S REPORT
1. Mr. FitzGerald received a report of a sewage breakout at 31 Hillside Road. Mr. FitzGerald will contact the owner, and will issue a letter to the corporation the property is listed under, as well as check to determine if a Title 5 inspection was conducted prior to the transfer of ownership.
2. Mr. FitzGerald received a complaint of a sewage outbreak at 3 Brookside Drive. Mr. FitzGerald will issue a letter to the property owner.
3. Mr. FitzGerald received a complaint of a pool containing stagnant water at 81 Summer Drive. The property owner stated that he would drain the pool. Mr. FitzGerald will return to the property for a re-inspection.
4. Mr. FitzGerald received a request for a license and food service inspection for Just Doggin It. The cart owner was directed to the Fire Department who stated that an fire supresion system was required for frying foods. The cart owner decided to only sell steamed products
5. Mr. FitzGerald notified the Board of Selectmen of fee changes. Ms. Brzoska made a motion to create a Seasonal License for food service operating less than six (6) months at a cost of $75.00. Mr. Tryba seconded the motion and the vote of the Board was unanimous in favor.
6. Mr. Russ Fox discussed a Rotary Club barbeque cook-off event being contemplated for a benefit. There are several factors that the Board of Health need to take into consideration relative to the proposed event. Mr. FitzGerald will invite Mr. Fox to a meeting to discuss specifics of the event.
7. Mr. FitzGerald stated that businesses in Town have portable toilets, which are not licenses by the Board of Health. At this time, licenses are not required, but Mr. FitzGerald suggested that the Board of Health members consider licensing the portable toilets, or having the business contracting the units being responsible to ensure there are no health related uses relative to their use. Mr. FitzGerald will research neighboring communities to determine their method of regulating portable toilets.
8. Kate Johnson, Health Nurse, was working with the State on a communicable disease issue. Ms. Johnson will also attend a MAVEN training with M. FitzGerald on may 22nd.
9. Mr. FitzGerald is in the process of procuring a traffic officer for the Household Hazardous Waste collection day n May 24th.
10. Mr. FitzGerald contacted Attorney Albano concerning the OWFF regulations. There has been no response as of this meeting.
11. Mr. FitzGerald received a complaint of mold at 18 Oak Street from the tenant. Mr. FitzGerald did contact the property owner advising him to rectify the situation.
12. Mr. FitzGerald stated that there has been no further information on the TPK Enterprises property as of this meeting.
13. Mr. FitzGerald stated that Southwick is to be a central depository for dead birds suspected of carrying West Nile Virus. The season for testing birds’ stats June 1st. All birds received will be shipped to the State for testing.
14. Mr. FitzGerald received an alert from Michelle Hill, Town Clerk, concerning property on 307 Granville Road. Mr. FitzGerald will conduct a visual inspection of the property for rubbish and debris.
15. Mr. FitzGerald met with an engineer from Tighe & Bond concerning issued relative to a septic system repair the Wynnfield Condominium complex.
16. Mr. FitzGerald is preparing for an evaluation performance audit of the emergency dispensing sites in Southwick.
17. Mr. FitzGerald is in the process of organizing the Board of Health contacts for Connect City, the reverse 911 system for Southwick.
18. Mr. FitzGerald conducted percolation tests at the following locations:
1) 6 Jeffrey Circle
2) 2 Vining Hill Road (future site of CVS)
19. Mr. FitzGerald conducted a final inspection of the septic system installation at 9 Patriots Road.
20. Mr. FitzGerald signed Disposal Works Construction Permits for:
1) 16 Fernwood Drive
2) 2 Amberleaf Way
MAIL
1. The Board of Health received a copy of a letter from DEP concerning the Floor Drain By-law, suggesting corrections and amendments.
