MINUTES
BOARD OF HEALTH
April 03, 2008


OPENING:  The regular scheduled meeting of the Board of Health opened at 7:00 p.m.  The following members were in attendance:
Dr. Jerome Azia
Sue Brzoska

Mr. Tom FitzGerald, Health Agent, was also in attendance.

MINUTES

1.      The minutes from 03/20/08 were corrected then tabled to the next scheduled meeting.

2.      Ms. Brzoska made a motion to accept the minutes of 03/13/08.  Dr. Azia seconded the motion, and the vote of the Board was unanimous in favor.

ATTENDANCE

1.      Ms. Kate Johnson attended the meeting to discuss the Health Nurse position.  Ms. Johnson had submitted her impressive resume, which was reviewed by the Board members prior to the meeting.  Mr. FitzGerald and the Board members explained the requirements of the position inclusive of interaction with the schools, immunization clinics, notification and follow up on communicable diseases, and investigation of food borne illnesses.  Ms. Johnson does have experience with similar circumstances.  The Board noted that historically the position was approximately fifty (50) hours per year, and has budgeted the position accordingly.  Ms. Brzoska made a motion to grant the position of Health Nurse to Mrs. Johnson at a pay rate of $40.00 per hour with a review on a yearly basis.  Dr. Azia seconded the motion, thus making the vote of the Board unanimous in favor.  Mr. FitzGerald will work with Ms. Johnson on acclimating her to the position.


MR. FITZGERALD'S REPORT

1.      Mr. FitzGerald requested an opinion concerning disseminating information to the residents of Wynnfield Condominiums from Town Counsel.  A reply was forwarded through Mr. Stinehart, which did not specifically answer the question relative to what information can/should be related to the residents concerning their septic system failure.  Mr. FitzGerald did repeat the question to Town Counsel and has not received an answer as of this meeting.

2.      Mr. FitzGerald did receive an email notification from Mr. Albano stating that he did receive the OWFF regulations.
3.      Mr. FitzGerald stated that the Hazardous Waste Collection Day has been scheduled for May 24th from 8:30 pm to 12:30 pm.

4.      Mr. FitzGerald did conduct a site visit at Oak & Keg to investigate the matter reported by Mr. Pease.  Mr. FitzGerald was advised that the business was sold and the attendant at the time of the transgression was no longer employed there.  Mr. FitzGerald did contact the new owners who stated that they were aware of the Youth Access regulations and would comply with the regulation.

5.      Mr. FitzGerald presented copies of an affidavit concerning JPK Enterprises, a company based in Connecticut, which has been disbanded.  The situation of removing debris from the property is now in a civil action due to the lack of cooperation from JPK Enterprises.  

6.      Mr. FitzGerald noted that the dwellings at 5 and 9 Lakeview Street have been board and secured.  The owner is now in the process of rehabilitating the buildings.

7.       Mr. FitzGerald stated that the Southwick Baptist Church is planning a 47' by 91' building for a recreational camp for children.  Mr. FitzGerald will witness soils testing on the property and will provide the church copies of all the regulations relative to camps.

8.      Mr. FitzGerald conducted a housing inspection at 21 Congamond Road.  Ownership of the dwelling has been transferred, and repairs are completed.  Mr. FitzGerald advised the new owners that the septic system is in failure and needs to be repaired/replaced.

9.      Mr. FitzGerald received a report from the Fire Department that youths have accessed the building at 173 College Highway.  The building had been board and secured.

10.     Mr. FitzGerald met with Mr. Avery at 106 Summer Road on 3/25/08.  Mr. Avery stated that the property owner was returning to the dwelling and will make repairs.

11.     Mr. FitzGerald noted that a firm from Rhode Island had drilled monitoring wells on the property across from McDonalds.  The firm did not obtain a permit prior to drilling, and have no plans for decommissioning the well.  The Board will need to work on revising their Well Regulations to prevent similar situations for occurring in the future.

12.     Mr. FitzGerald conducted food service inspections at the Summer House, and the Cove Restaurant.  The Cove is not completed.  Mr. FitzGerald will do a re-inspect when it is.

13.     Mr. FitzGerald conducted a final inspection of the septic system installation at the following locations:
1)      25 Davis Road
2)      10 Reservoir Road
3)       Sunnyside Road

14.     Mr. FitzGerald will attend storm water management training, a good housekeeping and pollution seminar, and a WMPHA seminar on April 28th.

15.     Mr. FitzGerald will be on vacation from April 23 through the 27th.

The meeting adjourned at 8:30 p.m.
