MINUTES
BOARD OF HEALTH
February 07, 2008


OPENING:  The regular scheduled meeting of the Board of Health opened at 7:00 p.m.  The following members were in attendance:
Dr. Jerome Azia
Sue Brzoska
Casimir Tryba


Mr. Tom FitzGerald, Health Agent, was also in attendance.

MINUTES

1.      Mr. Tryba made a motion to approve the minutes of 01/24/08.  Ms. Brzoska seconded the motion and the vote of the Board was unanimous in favor.

MR. FITZGERALD'S REPORT

1.      Mr. FitzGerald received a thank you note from the Amelia Park Children's 4th Annual Penguin Plunge for his assistance.  Mr. FitzGerald conducted a food service inspection for the event.

2.      Mr. FitzGerald received a revised floor drain by law in which the Board of Health members have no administration or inspection responsibilities.  The by law will be presented at Town meeting.

3.      Mr. FitzGerald received a resignation notice from Sherri Petrucci, Health Nurse, effective February 29th.  The Board members will request recommendations for a replacement.

4.      Mr. FitzGerald stated that there are 92 doses of the flu vaccine still available.  The Board members agreed to keep the doses until the end of the flu season then dispose of  any remaining doses.

5.      Mr. FitzGerald will attend a Western Mass Health Association conference on April 28th.

6.      Mr. FitzGerald attended Housing Court for the junk vehicles on TPK Enterprises property next to Jared Estates.  The case has now become a civil suit.

7.      Mr. FitzGerald reported that the owner of 5 and 9 Lakeview Street has still not complied with the request to board and secure the two dwellings that are in disrepair.  Mr. Clark indicated that Winding River Land Trust is not going to purchase the property.  The issue will now be brought before Housing Court.


8.      Mr. FitzGerald reported that the beaver trap permits for three locations are now expired.  It is currently trapping season, but conibear trap usage require Board of Health approval.  Mr. FitzGerald will work with the property owners to issue additional permits as needed.

9.      Mr. FitzGerald reported that the fire at apartment #24, Depot Court, might have been caused by careless disposal of smoking material.  The fire was contained outside of the apartment, which does have some housekeeping issues.  Mr. FitzGerald will discuss the issue with Mr. Englehart.

10.     Mr. FitzGerald received a letter from Mr. Larson, owner of 106 Summer Street, stating that he is in the process of complying with Board of Health requirements to repair the dwelling.  The letter indicated the name of a contact person who has been retained to begin the repairs.

11.     Mr. FitzGerald received a copy of a notice addressed to Mr. Neece concerning coliform violations in the Town's water supply.  In the event there is another violation in the next twelve (12) months, the Town may be required to install a disinfection filtration system.

12.     Mr. FitzGerald received a copy of a draft cooking fire policy.  The policy indicates that a Board of Health agent or member will be notified of a non-cooking fire event.  The Board of Health will determine a threshold of action dependent on the situation.

13.     Mr. FitzGerald stated that the Outdoor Wood Fire Furnace regulation has been sent to Town Counsel.

14.     Mr. FitzGerald conducted food service inspections at the following locations:
1)      Union Mart
2)      D B Mart
3)      McDonald's
4)      Ocean State Job Lot
5)      Red Riding Hood's Basket - opening Feb 10th


15.     Mr. FitzGerald witnessed a percolation test at Lot #1 Sam West Road.

16.     Mr. FitzGerald conducted a final inspection of a septic system installation at Lakewood Village.

17.     Mr. FitzGerald attended a WMPH, HCHC, and department head meetings.

Due to Mr. FitzGerald's vacation schedule, the Board of Health will cancel their regular scheduled meeting until March 13th.



As there was no further business to be brought before the Board, the meeting adjourned at 8:30 p.m.
