HEALTH
OPENING: The regular scheduled meeting of the Board of
Health opened at

Brzoska
Casimir

Mr. Tom FitzGerald, Health Agent, was also in
attendance.

The Board read and corrected the minutes of
MR.
FITZGERALD’S REPORT
1. Mr. FitzGerald stated that
his camera had been repaired and returned at no charge.
2. Mr. Santaniello
asked Mr. FitzGerald if the Board of Health members would issue a letter of
recommendation in support of being a designated floor drain inspector. At this time, the draft By-law has not been
officiated. The Board also is of the
understanding that the enforcement of the By-law would be under the jurisdiction
of the DPW Department. The Board agreed
to wait for the draft By-law to be returned from Town Counsel before making any
decisions.
3. Mr. FitzGerald had a
conference call with the Mass Department of Public Health concerning the
Preparedness Contract Agreement. Funding
for emergencies will focus on the elderly and handicapped. State officials will evaluate the emergency
dispensing sites.
4. Mr. FitzGerald related that
the Planning Board has withdrawn their proposed accessory apartment By-law.
5. Mr. FitzGerald conducted a
food service inspection at Dunkin Donuts.
6. Mr. FitzGerald stated that a
letter was issued to Attorney General Coakley’s
office concerning the food vs. alcohol issue.
7. Mr. FitzGerald reported that
Jeff Sheltra has received his paperwork and official
identification badge identifying him as an Agent for the Board of Health.

9. Mr. FitzGerald received a
complaint from the tenants of Captain Fowler apartments number 5B concerning a
water leak. There have been several
complaints concerning the conditions at the complex. Mr. FitzGerald is diligently working on
having all repairs taken care of immediately.
10. Mr. FitzGerald received a
complaint from a neighbor at 106 Summer Street.
The property has a long history of debris and the structure has been
deteriorating for a long period of time.
The property owner is currently not in a position to conduct any
repairs. All correspondence is being
handled through the property owner’s attorney.
Mr. FitzGerald suggested that the Board of Health issue a commendation
order, which will give the owner one year to bring the dwelling up to
code. In the event the building is not
repaired, the Board of Health could have it razed. Mr. Tryba made a motion to have Mr.
FitzGerald begin the commendation order.
Ms. Brzoska seconded the motion and the vote of the Board was unanimous
in favor.
11. Mr. FitzGerald did contact
the businesses that were selling tobacco products without a permit. All have now paid for and received the
permit.
12. Mr. FitzGerald attended a
Mass Health Officers Association and Department Head meeting.
13. The Board approved a final
draft of a letter to be issued to all restaurants not connected to the public
sewer system stating that grease trap pumping records must be submitted to the
Board as a condition of license renewal.
14. The Board discussed the
draft of the Outdoor Wood Fire Furnaces Regulations. Changes will be made and the document will be
discussed again at the next meeting.
15. Mr. FitzGerald signed a
Disposal Works Construction Permit for Lot 18 Gable View.
16. Mr. FitzGerald conducted a final
inspection of the septic system installation at the following locations:

As there was no further
business to be brought before the Board, the meeting adjourned at
