BOARD OF HEALTH

August 23, 2007

 

 

 

OPENING:  The regular scheduled meeting of the Board of Health opened at 7:00 p.m.  The following members were in attendance:

Dr. Jerome Azia

Sue Brzoska

Casimir Tryba

 

Mr. FitzGerald, Health Agent was also in attendance.

 

MINUTES

 

Ms. Brzoska made a motion to accept the minutes of August 2, 2007.  Mr. Tryba seconded the motion and the vote of the Board was unanimous in favor.

 

ATTENDANCE

 

1.          Mr. Wade and Ms. Jane Garrison, 373 Granville Road, attended the meeting to discuss their Title 5 failure.  Mr. Garrison contended that he has used the garbage grinder sparingly for the past twenty years.  The Title 5 report failure noted that the septic tank was leaking due to a crack, and that the septic system was not designed to include a garbage grinder.  Mr. Garrison did replace the tank with a two-compartment tank, which is a requirement for septic systems with garbage grinders.  Mr. Garrison questioned why the electrical and plumbing inspector signed off on the occupancy permit if the septic system was undersized.  Mr. FitzGerald stated that the plumbing and electrical inspectors do not review the septic system plans.  Mr. Garrison did present an article for an alternate garbage grinder from a manufacturer claiming “designed for septic systems” and questioned if it would be acceptable.  Mr. FitzGerald was aware of the manufacturer’s claim and noted that DEP did stop the manufacturer from falsely advertising its product.  Mr. Garrison stated that he was going to hire a plumber and have the existing garbage grinder removed then Mr. FitzGerald will do a re-inspection.  Mr. Garrison then expressed his dissatisfaction with Town officials and the contractor who built his house. 

 

2.          Mr. Ken Frazier, Animal Control Officer, attended the meeting to obtain information concerning the possible purchase of an animal shelter on Tannery Road.  The property currently contains four buildings with a 6,000 gallon septic tank.  One of the buildings will be converted into a shelter that could contain as many as 40 to 80 animals at one time.  Mr. Frazier explained the difference between a shelter and a kennel, and stated that the proposal was brought before the Planning Board.  The Board members stated that a Title 5 inspection report was required prior to making a determination on the conversion.  The Board will review the inspection report once it is completed, and also requested that Mr. Frazier submit a proposed plan with specific details of the conversion and relative waste removal.  Mr. Frazier did invite the Board members to view the existing shelter, as many of the same factors will apply to the new facility.  The Board assured Mr. Frazier of their cooperation, but did want to be cautious so that problems do not develop in the future.

 

MR. FITZGERALD’S REPORT

 

1.            Mr. FitzGerald reported a septic system problem at King Yen Too.  The system appears to be saturated with grease.  The restaurant does have two grease traps, which apparently have not been pumped sufficiently to prevent the grease from entering the septic system.  Mr. FitzGerald will continue to monitor the situation to be assured that there is no surfacing of the system.  Mr. FitzGerald will also request pumping records until the system is repaired. 

 

2.            Mr. FitzGerald did issue a letter to Mr. Taylor, 243 Hillside Road, which is to be delivered by the Town Constable.  Mr. Pranka, the Title 5 inspector for the property, issued a letter stating that Mr. Taylor was in the process of selling the dwelling with a failed Title 5 report.   Mr. FitzGerald also noted a sales article advertising the dwelling as four bedrooms.  The septic system was designed for three bedrooms. 

 

3.            Mr. FitzGerald conducted a food service inspection at Louis B’s and noted issues that needed to be addressed.  Mr. FitzGerald will conduct a follow up inspection.

 

4.            Mr. FitzGerald conducted a food service inspection at Brew Too.

 

5.            Mr. FitzGerald reported that a bat was removed from 110 Fred Jackson Road and taken for rabies testing.  The test was negative.

 

6.            Mr. FitzGerald conducted a housing inspection at 128 Bungalow for rubbish and debris.

 

7.            Mr. FitzGerald conducted a housing inspection at 105 North Lake Avenue.  A violations notice was sent.

 

8.            Mr. FitzGerald received the results from the beach water samples for weeks #7, 8, and 9.  The beach will close on August 26th.

 

9.            Mr. FitzGerald received a letter from Mr. Jeffrey Sheltra who expressed interest in being an alternate soil evaluator.

 

10.        Mr. FitzGerald witnessed percolation tests at the following locations:

1)     Lots # 5, 6, 7, 9, 10, 11 Buckingham Estates

2)     Deep holes at 17, 18, and 19 Buckingham Estates

3)     142 Granville Road

4)     414 College Highway

11.        Mr. FitzGerald signed disposal works construction permits for the following locations:

1)     175 College Highway

2)     16A Lexington Circle

3)     23 Woodside Drive

 

12.        Mr. FitzGerald conducted a final inspection of septic system installations at the following locations:

1)     8 Mathews Road (tank only)

2)     56 Sunnyside Road

 

 

As there was no further business to be brought before the Board, the meeting adjourned at 8:30 p.m.
