BOARD OF HEALTH

July 26, 2007

 

 

 

OPENING:  The regular scheduled meeting of the Board of Health opened at 7:00 p.m.  The following members were in attendance:

Dr. Jerome Azia

Casimir Tryba

 

Mr. FitzGerald, Health Agent was also in attendance.

 

MINUTES

 

Mr. Tryba made a motion to accept the minutes of June 21st, 2007.  Dr. Azia seconded the motion, thus making the vote of the Board was unanimous in favor.

 

MR. FITZGERALD’S REPORT

 

1.               Mr. FitzGerald received a complaint from the Building Inspector concerning 214 Vining Hill Road.  There appears to be a business being conducted from the garage of the property.  Mr. FitzGerald issued a violation notice to have the situation corrected within fourteen (14) days.

 

2.               Mr. FitzGerald inspected the pool and campground at Sodom Mountain and the Wilderness Experience.  A summer camp permit was issued for both locations.

 

3.               Mr. FitzGerald conducted food service inspections at the Ranch Grill and Tuckers Restaurant.

 

4.               Mr. FitzGerald reported that water tests # 1 through 6 of the Town beach were all under a count of 13 for total coliform.

 

5.               Mr. FitzGerald conducted a housing inspection at 105 North Lake Avenue.  The property contained debris and the dwelling had a damaged roof.

 

6.               Mr. FitzGerald received a letter from Brian Pranka concerning a Title 5 inspection at 234 Hillside Road.  According to the letter, Mr. Pranka conducted an inspection of the septic system on July 16, 2005 and reported it as a failure.  Mr. Pranka was asked by Mr. Taylor to do another inspection at which time Mr. Pranka found discrepancies relative to the D box and pipes that did not lead to a leach field.  Mr. FitzGerald will issue a letter to the property owner stating that the system must be repaired.  In the event the property owner does not respond, Mr. FitzGerald will alert the DEP Strike Force concerning the failed system.

 

7.               Mr. FitzGerald reported that a dead crow was sent for West Nile Virus testing.  The crow is the first in the season to be sent out for testing.

 

 

8.               Mr. FitzGerald conducted a site visit at the Misischia property on 50 Hastings Road.  The drainage issues on the property were rectified.

 

9.               Mr. FitzGerald gave copies of a draft for the Outdoor Wood Fire Furnace regulations to the Board members for their review.

 

10.           Mr. FitzGerald is working on a health emergency plan for the Town in the event of an outbreak of pandemic flu.

 

11.            Mr. FitzGerald received a letter, with attached pictures, from Tracy Root “concerning the deplorable conditions at the animal shelter”.   Mr. FitzGerald will conduct a site visit and report back to the Board.

 

12.           Mr. FitzGerald witnessed percolation tests at the following locations:

1)      156 Sunnyside Drive

2)      175 College Highway

3)      5 Logie Lane

4)      Lot # 40 Sunnyside Ranch Road

5)      Lots # 19, 20, 21, 22, 23, 24, and 28 Ranch Club Road

6)      Lot # 6 and 7 Hillside Road

7)      23 Woodside Terrace

8)      154 Hillside Road

9)      Lots # 14, 15, 26, 27 Buckingham Estates (off Hickory Lane)

10)  200 A Hillside Road

 

13.           Mr. FitzGerald signed Disposal Works Construction permits for the following locations:

1)      Lot 1 Lauren Lane

2)      206 Feeding Hills Road

3)      5 Logie Lane

4)      135 Granville Road

5)      8 North Loomis Street

 

14.           Mr. FitzGerald conducted the final inspection of the septic system installations at the following locations:

1)      112 Granville Road

2)      Lot # 26 Deer Run

3)      206 Feeding Hills Road

4)      3 Granaudo Circle

5)      135 Granville Road

 

 

 

MAIL

1.         The Board reviewed a notice from the Board of Selectmen relative to protocol for serving notices.

 

2.         Mr. FitzGerald received a thank you note from Russ Stratton. 3 Reservoir Road.

 

3.         The Board received a letter from Fire Chief Don Morris concerning cooking fires.  Chief Morris suggested a joint meeting of various Boards and Commissions to review a possible regulation.

 

4.         The Board received a copy of a letter from Saverio Santaniello, Plumbing & Gas Inspector relating the results of an inspection at 15 Shirley Terrace.  Mr. Santaniello declared the situation an emergency, which needed to be rectified as soon as possible.   Mr. Santaniello attributed the current condition to a result of work contracted by Pioneer Valley Planning in 2005, and requested that the Board of Selectmen release emergency funds to help the residents bring the plumbing issues up to Mass Code.

 

 

As there was no further business to be brought before the Board, the meeting adjourned at 8:30 p.m.
