There shall be in every town a board of registrars of voters consisting of the Town Clerk and three other persons who shall be appointed for three year staggered terms by the selectmen. Registrars or assistant registrars may annually, in January or February, visit or communicate with the residents of every building in their town, and may make true lists containing, as nearly as they can ascertain, the name, date of birth, occupation, nationality if not a citizen of the United States, and a residence on January first in the preceding year and in the current year, of every persons three years of age and older in their town.
